On the morning of November 22, Mr. Tran Van Quy and his wife in Phuong Due village were present at the headquarters of the Kim Xuyen Commune People's Committee to receive nearly 4 billion VND in support and compensation for site clearance for the National Highway 5 interchange project. Mr. Quy's family has more than 117 square meters of residential land and constructions on the land that must be recovered to implement the project. Although the house they are living in was built not long ago, after the commune and village officials came to their house to inform and propagate, his family agreed. "Although we have lost part of the area of the house we are living in and have to rebuild it, for the purpose of socio-economic development, my family is willing to hand over the site to the local government," Mr. Quy said.
Trung Kien Joint Stock Company is one of the leading enterprises to receive support and compensation for site clearance to implement the National Highway 5 interchange project. The company's representative said that although the entire 240 m2 of residential land and about 3,000 m2 of commercial service land of the company had to be recovered, the enterprise did not hesitate to agree to coordinate in inventorying the current status of the land, confirming the compensation plan and receiving support to hand over the site. The company received compensation payment of more than 33 billion VND in the first phase.
According to Chairman of Kim Xuyen Commune People's Committee Pham Van Tuong, to implement the National Highway 5 interchange project, the entire commune must recover more than 15 hectares of land. Of which, there are more than 7.5 hectares of agricultural land, 7.26 hectares of residential land and other types of non-agricultural land, with a total payment of nearly 400 billion VND. The total number of organizations and individuals with recovered land is 291 households. With a large recovered land area, involving many households, and complicated land origins, the Compensation, Support and Resettlement Council of Kim Thanh district and Kim Xuyen commune have implemented many solutions to clear the land. In particular, focusing on propaganda and mobilization in many forms to create consensus and unanimity among the people.

To ensure progress in site clearance, the Standing Committee of Kim Thanh District Party Committee has closely directed the District Compensation, Support and Resettlement Council, and socio-political organizations from the district to the grassroots to actively participate in propaganda and mobilization. The district has both publicized the regimes and policies to each household subject to land acquisition, and removed obstacles and proposed policies to ensure the rights of the people. Not only staff of advisory agencies but also district leaders have directly met, contacted, dialogued, and publicized compensation plans with people whose land was acquired to find a common voice.

The project contributes to solving the traffic congestion and accidents on National Highway 5; gradually completing the traffic route connecting the Hanoi - Hai Phong Expressway with National Highway 18, the traffic infrastructure system of Kim Thanh District, Kinh Mon Town and the traffic system in the province.
Kim Thanh district has mobilized the entire political system to participate; assigned responsibilities to each member of the Propaganda and Mobilization Subcommittee; each member closely coordinated with the locality, responsible for propagating to each family and organization in site clearance. "For nearly 3 months, members of the Compensation, Support and Resettlement Council of Kim Thanh district have had almost no days off. Many officials and civil servants have had to work overtime to ensure site clearance progress", said comrade Nguyen Ngoc Tuyen.
Thanks to the methodical approach, by November 25, more than 200 households in Phuong Due and Quynh Khe villages had received compensation and site clearance support with a total payment of more than 100 billion VND.
Currently, the remaining organizations and individuals have basically agreed to confirm the inventory, compensation plan, and support for site clearance. It is expected that by the end of December, Kim Thanh district will complete site clearance, move works, technical infrastructure, cultural relics, etc. out of the land acquisition area to hand over the entire site to the investor for construction.
