Kim Son remembers the words of the Leader.

Immediately after the successful first general election to elect the first National Assembly on January 13, 1946, President Ho Chi Minh visited Bishop Le Huu Tu and the people of Phat Diem (Kim Son district). This was the first time Ninh Binh province had the honor of welcoming him.

When speaking to his compatriots, he instructed: "All Vietnamese people, whether Catholic or not, Buddhist or not, must fight for the independence of our country." He said to his Catholic compatriots: "God sacrificed himself for humanity, he sacrificed and strived for humankind, and we sacrifice ourselves for the independence and freedom of our nation. We must revere God but also love our country. If the country is not independent, then religion is not free, so we must first work for the independence of our country."

Comrade Bui Thi Thuy, Head of the Propaganda Department of the Kim Son District Party Committee, shared: "The teachings of President Ho Chi Minh during his visit to Kim Son have always been a guiding principle for the actions of the Party Committee and the people of Kim Son. For more than seven decades, generations of cadres, Party members, and the people of Kim Son have upheld the revolutionary tradition, developed internal strengths, been dynamic and creative in overcoming difficulties, and achieved many accomplishments in all fields, building Kim Son district into an increasingly modernized area."

In particular, preserving and promoting the tradition of unity within the Party, and unity between religious and secular communities, has become a crucial factor in building an increasingly prosperous and civilized homeland.

Accordingly, Party committees, government agencies, and units throughout the district have strengthened internal unity and national solidarity, fostering social consensus; strictly implemented the principles of democratic centralism, self-criticism, and criticism in briefings, Party branch meetings, and agency/unit meetings; the leadership capacity and fighting strength of Party committees, Party organizations, and Party members have been increasingly enhanced; and the role and responsibility of setting an example by cadres, Party members, civil servants, and public employees, especially those in leadership positions, have seen many positive changes.

In particular, implementing Conclusion No. 01-KL/TW, dated May 18, 2021, of the Politburo on continuing to implement Directive No. 05-CT/TW of the Politburo, Kim Son district has linked it with the implementation of the annual work theme of the Provincial Party Committee and the Central Resolutions on Party building and rectification.

Accordingly, the Standing Committee of the Kim Son District Party Committee unanimously chose the theme "Unity and discipline; urban infrastructure improvement, and enhancement of the quality of new rural construction" to guide and implement throughout the 2020-2025 term. "The decision to choose this theme demonstrates the high determination of the Kim Son District Party Committee in addressing the district's key political tasks."

Over the past three years of implementing the theme, there have been clear changes in awareness and actions, especially in the spirit of solidarity, responsibility, and exemplary conduct in performing official duties among cadres, civil servants, and heads of agencies, units, and localities. Many agencies and units have effectively reformed their working methods.

Officials and public employees have demonstrated discipline, order, innovation, and a willingness to think outside the box, take action, and assume responsibility. Key tasks such as economic development, rural development, urban infrastructure improvement, streamlining administrative procedures, and land management have been effectively implemented by all levels, sectors, and localities.

"This builds trust among the people in the leadership and guidance of Party committees at all levels, and the management and administration of the government at all levels," affirmed the Head of the Propaganda Department of the Kim Son District Party Committee.

Mr. Nguyen Van Quang, a resident of Phu Vinh Street in Phat Diem town, happily shared: "Previously, the roads of Phu Vinh and Thuong Kiem streets were not invested in with sidewalks and lacked a drainage system, leading to encroachment on traffic corridors, causing localized flooding and affecting people's lives."

The residents of the two neighborhoods petitioned the town authorities, who accepted their request and promised to develop a solution. To date, the road has received investment for renovation and upgrading, much to the delight of the residents. Therefore, during the construction period, the people of both neighborhoods were enthusiastic and actively supported the project, contributing their labor to dismantle structures encroaching on the sidewalks, helping the construction unit to quickly clear the site and facilitate the construction work.

We are delighted that, through this road construction project, the spirit of unity among the residents of the neighborhood has become even stronger, and they have placed their trust in the dedicated and responsible work of the town's officials and civil servants. Given the unique characteristic of Kim Son district having a large Catholic population (over 47% of the population), and in accordance with President Ho Chi Minh's teachings on unity between Catholics and non-Catholics, the Kim Son District Party Committee has always considered this a continuous task throughout all stages of the revolution, and a crucial element in building national unity.

The spirit of solidarity between Catholics and non-Catholics in Kim Son is most clearly demonstrated through joint activities for the community and the implementation of social welfare policies.

With the motto "leaving no one behind," for many years, the people of Kim Son district in general, and people of all religions in particular, have actively participated in emulation movements to develop socio-economic development and help each other reduce poverty.

Typical examples include emulation movements, campaigns, and models such as: the movement to build new rural areas (NRA), advanced NRA, model NRA, and civilized urban areas; the corneal donation movement; and the model "Mobilizing religious dignitaries and officials to join hands in supporting the construction of warm houses in solidarity between the Catholic and non-Catholic communities"...

In just five years (2019-2024), the Fatherland Front Committees at all levels and mass organizations in the district have mobilized members, union members, and the people to contribute resources, thousands of working days, and donate over 89 hectares of land for the construction of new rural areas. Notably, from the first corneal donation in Con Thoi commune (in 2007), to date, over 417 people in Kim Son district have donated corneas.

The movement has spread to many other localities in the province and throughout the country, making Kim Son a shining example nationwide for corneal donation.

Bearing in mind President Ho Chi Minh's words, the Party Committee and people of Kim Son have united and focused on concretizing the Party's resolutions into life; effectively implementing political tasks, maintaining political security and social order, and continuously developing and strengthening Kim Son. Kim Son completed the task of building a new rural district two years ahead of the provincial plan, and in 2022 was recognized by the Prime Minister as meeting the standards of a new rural district; it is one of the first districts in the country to be recognized as a new rural district according to the criteria for the 2021-2025 period with higher requirements and quality.

Party building and the construction of the political system have been comprehensively and synchronously led and directed, achieving many outstanding results; the effectiveness and efficiency of management and administration at all levels have been enhanced. The great national unity and solidarity between religious and non-religious people continue to be strengthened and promoted, creating a foundation for the stability and development of the district.
