In late December, along with professional work, branches of the land registration office (Department of Natural Resources and Environment) continued to coordinate with the People's Committees of wards, communes and towns in the area to implement the registration of changes in land use right certificates (LURCs) for people in the area of ​​administrative unit merger.

Ha Tinh's reorganization of commune-level administrative units according to Resolution No. 819/NQ-UBTVQH14 dated November 21, 2019 of the National Assembly Standing Committee aims at long-term strategic benefits, creating many favorable conditions for local development. However, this also changes the information on the Land Use Right Certificate, more or less affecting the rights of the people.

Faced with this reality, the Department of Natural Resources and Environment has directed the Provincial Land Registration Office to implement a plan to “resolve difficulties” for the people. Recently, branches of the land registration office have mobilized human resources to adjust changes in the land use right certificates for the people.

There have been 45,000 land use right certificates of people in 33 communes after the merger registered for changes.

As of the end of December 2023, land registration office branches had registered changes for 33 communes after the merger with a volume of 45,000 land use right certificates.

“Going to the locality to adjust changes on land titles for people in communes after the merger not only reduces pressure on the one-stop department at the commune and district levels but also quickly resolves needs, reduces travel effort, and avoids inconvenience for people. This has received high consensus and support from the people,” said Mr. Nguyen Cao Sam - Director of the Provincial Land Branch Office.

Mr. Phan Danh Vinh (born in 1958, Phu Hoa village, Yen Hoa commune, Cam Xuyen) shared: “Recently, I needed money so I brought my land use right certificate to the bank to mortgage for a loan. During the procedure, because of changes when merging communes, the documents could not be completed, and I did not know what to do when the locality announced the correction of information on the red book. Thanks to that, the loan procedure is now complete. We are very satisfied with the fact that the Department of Natural Resources and Environment proactively handled difficulties for the people like this.”

Adjusting changes in land titles for people in communes after the merger is just one of many tasks related to the land sector that the Department of Natural Resources and Environment has effectively resolved in 2023.

Mr. Le Ngoc Huan - Director of the Department of Natural Resources and Environment said: "Determining land as an important resource serving the socio-economic development of the province, the unit has strengthened its advice to the Provincial People's Committee on policies to improve the effectiveness and efficiency of land management and use, especially proposing solutions to remove existing obstacles and difficulties related to the land sector for people and businesses".

In 2023, the Department of Natural Resources and Environment advised the Provincial People's Committee to report to the Ministry of Natural Resources and Environment to adjust the allocation of land use targets until 2025 and until 2030 of the province; completed the draft and reported to the Provincial People's Committee to submit to the Ministry of Natural Resources and Environment for appraisal of the 5-year land use plan 2021-2025 at the provincial level; approved and supplemented the 2023 land use plan at the district level, and the specific land valuation plan for 2023 for 13 districts, cities, and towns.

The Department of Natural Resources and Environment has made many efforts to remove difficulties in the source of construction materials for the North-South expressway construction.

The Department also appraised and submitted to the Provincial People's Committee 74 dossiers on land allocation, land lease, and land use purpose conversion; submitted to the Provincial Land Valuation Council for appraisal of 16 projects, of which the Provincial People's Committee approved specific land prices for 8 projects. The initial operation of the land database in localities has brought about effectiveness in digital transformation and improved the quality of online public service provision in the sector.

With many solutions to remove land-related obstacles, in 2023, Ha Tinh's revenue from land use fees will reach 2,000 billion VND, accounting for nearly 25% of the province's total domestic revenue.

In the field of minerals, the Department of Natural Resources and Environment has advised the Provincial People's Committee to consider and approve the plan to auction the right to exploit minerals in 24 mining areas with estimated resources of 20 million m3 . In particular, it has confirmed the volume of exploitation in 11 mineral mining areas for common construction materials and 4 dossiers of registration for exploitation of soil and rock to ensure sufficient material sources for the construction of the North-South expressway project with a mineral volume of 15.3 million m3 .

The provincial working delegation inspected the site clearance work of the North-South expressway project in Kim Song Truong commune, Can Loc district in September 2023.

The Department of Natural Resources and Environment also strengthens inspection and examination of mineral exploitation units and enterprises. Thereby, contributing to overcoming shortcomings and limitations, increasing budget revenue and gradually bringing State management of minerals into order. The amount of money for granting mineral exploitation rights arising in 2023 is 46.6 billion VND, an increase of 8.2 billion VND compared to 2022.

A significant contribution of the Department of Natural Resources and Environment in 2023 is to advise the Provincial People's Committee to approve the project on collection, transportation and treatment of domestic solid waste in the province until 2025 and the following years; organize the implementation of the environmental quality monitoring and supervision program in the province, control large sources of waste through the automatic and continuous monitoring system at Formosa Ha Tinh Iron and Steel Corporation, Vung Ang 1 Thermal Power Plant, Saigon - Ha Tinh Beer Factory, etc.

The control of large emission sources through automatic monitoring systems is effectively implemented by the Ministry of Natural Resources and Environment.

Mr. Le Ngoc Huan shared that in order to improve the quality of service for organizations, individuals, and enterprises, in recent times, the unit has promoted reform of administrative procedures and public services. Up to now, there are 87 administrative procedures providing partially online public services and 7 administrative procedures providing full online public services that have been integrated and made public on the National Public Service Portal and the provincial administrative procedure settlement information system.

In addition, the land information system is connected with the provincial administrative procedure settlement information system and tax authorities, contributing to facilitating people and businesses in monitoring implementation progress, creating transparency in handling administrative procedures, and minimizing the need for land users to go to public administrative centers and state agencies to carry out land procedures.

In the coming time, the Department of Natural Resources and Environment will continue to modernize the administrative system, innovate and seriously and effectively implement the one-stop and one-stop mechanism; strengthen the implementation of online public services to handle administrative procedures on land in particular and the fields of natural resources and environment in general.

Propose the Provincial People's Committee to invest in the project to build a shared database for the Natural Resources and Environment sector in the period of 2023-2025 to meet the requirements of digital transformation; advise the Provincial People's Committee to submit to the Government for approval of the 5-year provincial land use plan; complete the auction of surplus land lots invested from the central budget and government bonds; approve the auction plan and organize the auction of mineral exploitation rights; organize inspections of mineral activities at units, handle or advise strict handling of violating units...
