In September, the remaining months of 2023 and the coming time, the Prime Minister stated that it is necessary to be resolute, persistent, and determined to implement the set general goals. Ministries, branches, and localities continue to resolutely and effectively implement the Resolution of the 13th National Congress, the Resolutions, Conclusions, and directions of the Central Committee, the Politburo, the Secretariat, key leaders, the National Assembly, the Government, and the directions of the Prime Minister.

Regarding key tasks and solutions, the Prime Minister stated that it is necessary to focus on promoting the three growth drivers (investment, export, consumption), including continuing to consolidate and develop the agricultural and service sectors, reviving the industrial sector, focusing on the processing and manufacturing sectors, removing market difficulties, and overcoming supply chain disruptions....

Special attention is paid to macroeconomic coordination among the Ministries of Planning and Investment, Finance, Industry and Trade and the State Bank of Vietnam. Ministries, branches and localities are required to closely monitor developments in the international and domestic situation in order to have synchronous, appropriate, timely and effective policy responses.

Assigning a number of specific tasks in addition to the regular work of ministries, branches and localities, the Prime Minister requested the State Bank to focus on removing credit bottlenecks; urgently review and complete regulations, conditions and procedures for lending, ensuring increased access to credit for people and businesses in priority areas.

Banks and businesses need to share and understand, put themselves in the position of others, "I have you in me, you have me in you" to handle work. Note to closely coordinate with the Ministry of Public Security in using the population database to provide unsecured loans with appropriate values, contributing to reducing black credit. Continue to strive to reduce interest rates, especially lending rates. Effectively implement policy credit packages (including 120,000 billion VND for social housing loans, 40,000 billion VND for interest rate support, 15,000 billion VND for the wood and seafood industries...). Step up handling of weak banks, compulsory purchases according to the policy approved by competent authorities, report to the Government and Prime Minister in September 2023.

For the Ministry of Finance, effectively implement policies on tax, fee and charge exemption, reduction and extension; proactively research and promptly propose appropriate solutions to support production and business development in the coming time. Continue to accelerate value-added tax refunds; promptly complete the draft Law on Value Added Tax (amended).

The Ministry of Finance, together with the Ministry of Planning and Investment and relevant agencies, urgently implement the Politburo's Conclusion on using increased revenue and saving expenditures in 2022. Continue to strengthen financial and state budget discipline, strictly manage revenues and thoroughly save expenditures, and cut unnecessary expenditures.

The Prime Minister asked the Ministry of Information and Communications to promote digital transformation and policy communication.

The Prime Minister also assigned the Ministry of Industry and Trade to handle issues related to renewable energy in a timely and effective manner; and promote industrial development.

The Ministry of Agriculture and Rural Development focuses on boosting agricultural production, especially food; implementing solutions to boost agricultural exports and ensure national food security; seriously, drastically, synchronously and effectively implementing solutions to combat illegal fishing (IUU), striving to remove the EU's yellow card in October 2023.

The Ministry of Health has done a good job of protecting people's health, preventing and fighting epidemics, especially in areas affected by natural disasters; urgently and completely handling the two Viet Duc and Bach Mai hospitals in Ha Nam.

The Ministry of Home Affairs urgently completes and reports to the Government on the plan to submit to the Politburo, the Central Committee, and the National Assembly on the salary reform roadmap and the 5-year review of the implementation of Resolution No. 27/NQ-TW.

The Ministry of Foreign Affairs effectively implemented high-level foreign affairs activities and well prepared plans for foreign visits by Party and State leaders.
