On the morning of September 20, the Provincial Steering Committee on combating IUU fishing held a conference to discuss the direction of combating IUU fishing in the province.

The Provincial Steering Committee on IUU has established inter-sectoral working groups to handle IUU violations and issued Plan No. 69/KH-TCTLN dated September 17, 2024 on directing the handling of violations against IUU fishing in coastal localities. The People's Committees of districts, towns and cities issue Plans and establish inter-sectoral working groups headed by the Chairman of the District People's Committee to handle existing problems and violations of IUU fishing in the area. The People's Committees of communes and wards establish community monitoring groups to prevent and combat IUU fishing in communes and wards with fishing vessels.

At the conference, representatives of member sectors and coastal localities discussed difficulties in registration, inspection, granting of fishing licenses, and certificates of facilities meeting food safety conditions. The situation of fishing vessels not docking at ports to unload exploited aquatic products but unloading at spontaneous fishing ports such as: Kenh De (Hau Loc); Song Bang in Hai Binh ward (Nghi Son town)... leads to low monitoring of exploited aquatic product output. Law enforcement is still very limited, the number of cases handled and punished is still low compared to the number of cases detected. Handling fishing vessels that lose connection to the GPS device at sea for more than 10 days mainly applies the form of warnings and reminders...

Concluding the conference, Director of the Department of Agriculture and Rural Development Cao Van Cuong emphasized: This is an important time for Thanh Hoa to take action to overcome shortcomings and limitations, and prepare documents to serve the EC inspection team. Localities need to have specific detailed reports on fleet management. The Department of Agriculture and Rural Development continues to coordinate with the Border Guard and the Provincial Police, increase forces to the locality, and thoroughly resolve limitations before September 30, 2024, as directed by the Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen at the conference on September 12.

In the next 10 days, localities will clearly grasp the data on ships losing connection to monitor their journeys, the number of fines, and handle procedures and documents such as expired licenses for fishing vessels, exploitation licenses, registration, inspection, food safety and hygiene certificates, etc.

Thanh Hoa Fishing Port Management Board is on duty 24/7 from September 20 to September 30. Coordinate with the Coast Guard and local authorities to propagate, monitor, and facilitate ships entering and leaving the port, loading and unloading products, and entering and leaving the port at the right place.

The Department of Agriculture and Rural Development reported to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee on the results of the fight against IUU fishing in the 10 peak days and notified the results to the leaders of relevant localities. At the same time, coordinate with relevant units and forces to resolutely not let "3 no" fishing vessels (unregistered, expired, or uninspected, no fishing license) go to sea; decisively handle violating vessels that lose their journey connection.
