Strengthen propaganda and mobilize people to raise awareness of using and protecting irrigation works in the area. Regularly allocate funds to clear water flows, dredge canals, and pay more attention to environmental sanitation. There should be solutions to overcome degraded irrigation works. Regulate the crop schedule reasonably and synchronously, ensuring irrigation in agricultural production for people. The district needs to specifically classify violations of irrigation works to handle them with a plan and roadmap, and resolutely not let new violations arise.

According to the report of the People's Committee of Binh Giang district, the district's internal irrigation system has 234 canals with a total length of 178.5 km. The irrigation system in the district has been gradually upgraded; meeting the needs of irrigation and people's lives. However, the process of socio-economic development has caused many irrigation works to be encroached upon, water sources for production have been polluted, causing difficulties in operation and regulation... Many irrigation works (especially those managed and exploited by cooperatives) have degraded and have not been invested in or upgraded. There are still many violations of irrigation works in the district. By the end of 2023, there were still 539 violations in the district.
