On the morning of October 11, reporting to the National Assembly Standing Committee at the 27th Session on the results of monitoring the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly, Head of the Petition Committee Duong Thanh Binh said: Through the meetings with voters of National Assembly Deputies, 2,765 petitions were compiled and sent to competent agencies for settlement. Voters' petitions are related to most areas of social life, in which some areas continue to receive much attention from voters such as: Labor, War Invalids and Social Affairs; Health; Transportation; Education and Training; Natural Resources and Environment.

According to Head of the People's Petition Committee Duong Thanh Binh, up to now, 2,474 petitions have been resolved and responded to voters, reaching 89.5%. Of which, the National Assembly and its agencies have responded to 54/69 petitions; the Government, ministries and central branches have resolved and responded to 2,331/2,605 petitions.

Voters highly appreciated the recent innovations in the activities of the National Assembly; leadership, direction and administration activities were conducted closely, ensuring compliance with legal regulations; the quality and efficiency of the National Assembly's activities were improved, affirming its increasingly close ties with the people.

In response to voters' recommendations, the National Assembly's law-making work has made many improvements, tightening discipline and order to build and perfect a complete, synchronous, unified, and timely legal system, focusing on the legitimate rights and interests of the people.

Monitoring activities continue to be innovated, improving the effectiveness and efficiency of monitoring work, focusing on monitoring urgent issues that voters are concerned about. Questioning activities have demonstrated continuous innovation, from selecting and deciding on questioning content to closely following reality.

Overview of the meeting.

A number of issues that voters and people have been concerned about in recent times have been directly questioned and connected online by the National Assembly Standing Committee to National Assembly Delegations, such as: solutions to improve the quality of the legal system, solutions to control power, prevent corruption and negativity in law-making work under the responsibility of the Government; solutions to remove difficulties for agricultural exports; activities to exploit, protect and develop aquatic resources...

For the Government, ministries and central branches, voters' recommendations have been focused on being studied and resolved by the Government, ministries and central branches, demonstrating high responsibility in state management. The reception, study and resolution of voters' recommendations have contributed to effectively removing many difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, improving people's lives, creating trust for voters and people nationwide. Some specific recommendations from voters have been studied by ministries and branches, providing practical solutions to resolve or fully answer voters' concerns, meeting voters' aspirations.

The report of the People's Petitions Committee also stated that the submission of the Summary Report of voters' petitions through regular voter meetings before and after the 5th Session of some National Assembly Delegations did not ensure the deadline as prescribed by law; petitions under the jurisdiction of localities were still collected and sent to request central agencies to resolve; there were still petitions to issue instructions on some contents even though they were prescribed by law.

The legitimate rights and interests of many people are affected because ministries and branches are slow to develop and submit for promulgation regulations on support. The Petition Committee recommends that the Government direct the Ministry of Health to urgently coordinate with relevant ministries and branches to develop and submit for promulgation policies to support health insurance cards for people in the revolutionary ATK area, and at the same time learn from experience in consulting, leading, directing, and ensuring that the State's support policies reach beneficiaries in a timely manner.

In addition, the drafting and promulgation of legal documents by ministries and branches is still limited, and there are still cases where the provisions in the guiding documents are not in accordance with the provisions of the law or there are errors, so some provisions are not implemented. To ensure the consistency of the law, the Petition Committee recommends that the Government direct the Ministry of Justice to urgently study and review the entire Decree No. 118 and submit to the Government for amendments and supplements to ensure that it does not violate the Law on Handling of Administrative Violations and gain experience in the work of advising on drafting and submitting to the Government for promulgation of legal documents.

Based on the results of monitoring the settlement and response to voters' petitions sent to the 5th Session of the 15th National Assembly, the People's Petition Committee recommends that the National Assembly agencies continue to further enhance the quality of supervision activities on the promulgation of legal documents; National Assembly delegations improve the quality of synthesizing, classifying and handling voters' petitions; and ensure the progress and time of sending reports summarizing voters' petitions after National Assembly deputies meet voters according to regulations.

For the Government, central ministries and branches, the People's Petition Committee recommends that the Government direct ministries and branches to resolve existing shortcomings and limitations as stated in the report; review and thoroughly resolve petitions that are in the process of being resolved, ensuring quality resolution, following the roadmap reported to voters.
