Discussing in groups, delegates agreed with the need to issue a National Assembly Resolution on a number of specific mechanisms and policies to implement national target programs. These are contents arising from urgent practical requirements to remove difficulties and obstacles, accelerate the implementation of national target programs, and at the same time implement the National Assembly Resolution on thematic supervision of national target programs.
Delegates proposed to supplement the decentralization regulation to assign to the provincial level the expected amount of central budget capital for the following year so that localities can proactively implement, especially projects supporting production development; stipulate allocation principles, and stipulate certain proportions in groups of fields.

Regarding the authority to adjust the state budget estimates and annual capital investment plans, the majority of delegates said that the provincial People's Councils should allocate and adjust national target programs. Regarding the pilot mechanism of decentralization to the district level in managing and organizing the implementation of national target programs, delegates agreed that the option of thorough decentralization should be chosen so that the district level can proactively and flexibly operate, manage and implement national target programs; creating a basis for serving the development of national target programs for the 2026-2030 period.
Delegates proposed to consider decentralization regulations for the Provincial People's Council when allocating detailed annual central budget regular expenditures. In the remaining years, it can be based on the actual situation of subjects, locations, and needs, ensuring the principles of focus, key points, and priority for difficult and especially difficult areas.
Ensure capital arrangement and capital balance ability
The permission to use the medium-term public investment plan of the central budget for the period 2021-2025 from the general reserve source corresponding to the increased revenue of the central budget in 2022 for public investment tasks and projects and supplement the medium-term public investment plan for Vietnam Electricity Group from the reserve source was discussed by National Assembly deputies as appropriate according to the provisions of the Law on Public Investment and resolutions of the National Assembly and the National Assembly Standing Committee.
