The Inspectorate of Vinh Thuan District (Kien Giang) has just concluded the inspection of responsibility for Mr. Nguyen Thanh Phong - Principal of Thi Tran Secondary School for arbitrarily transferring facilities from the facility in Vinh Dong 1 Quarter (Vinh Thuan Town) to a new facility in Vinh Phuoc 2 Quarter, without the opinion of the competent authority.

Vinh Thuan District Inspectorate found that Mr. Phong made many efforts in implementing the policy of rearranging the school network and relocating assets to ensure the time to return to school and start the new school year 2024-2025.

However, the inspection conclusion stated that the relocation of Mr. Phong's facilities in accordance with the conclusions and instructions of the meetings did not have sufficient legal basis. At the time of the inspection, the relocation of Mr. Phong's above facilities had not been officially decided or directed by the competent authority. The relocation of the facilities of the Head of Thi Tran Secondary School in Vinh Dong 1 Ward (Vinh Thuan Town) to a new facility in Vinh Phuoc 2 Ward was incorrect.

According to the inspection conclusion, the merger and rearrangement of the school network was the policy of the Standing Committee of the District Party Committee and the direction of the District People's Committee. However, Mr. Nguyen Thanh Phong - Principal of Thi Tran Secondary School was still subjective in the implementation process, not waiting for the official decision and directive document but carried out the relocation, causing bad public opinion.

The leadership of the Department of Education and Training advising the District People's Committee still has limitations due to the lack of regular inspection by the head of the department, during this time he goes to school, sometimes delegating authority to the deputy head of the department. The deputy head of the department has just come from another unit to take up the task, so in implementation, it leads to the above limitations.

The Inspectorate of Vinh Thuan district recommends that the Chairman of the District People's Committee direct the Department of Education and Training to coordinate with relevant units to promptly advise on the implementation of the policy of the Standing Committee of the District Party Committee on the merger (completed), re-planning the school system; and promptly relocate facilities from Vinh Dong 1 residential area to Vinh Phuoc 2 residential area according to regulations.

In addition, the District People's Committee directed the Department of Internal Affairs to advise the District People's Committee to organize a review and draw lessons from the collective leadership of the District Department of Education and Training, and the collective leadership of Thi Tran Secondary School with the above limitations. As Tien Phong reported, before the new school year 2024 - 2025, Mr. Nguyen Thanh Phong - Principal of Thi Tran Secondary School arbitrarily sent people to transport the school's desks, chairs, and equipment to a new facility in Vinh Phuoc 2 neighborhood (the two facilities are 3km apart). Parents and teachers have not yet received notice of this school transfer, nor has there been an approval decision from the People's Committee of Vinh Thuan district.

On August 29, Mr. Nguyen Thanh Phong was suspended from work for 15 days by the People's Committee of Vinh Thuan district for transferring schools without written instructions, causing negative public opinion.
