The sea area east of the North East Sea had a level 3 natural disaster risk.
At 1:00 a.m. on November 19, the center of the storm was at about 18.8 degrees North latitude, 115.2 degrees East longitude, in the North East Sea, about 490km northeast of Hoang Sa. The strongest wind near the center of the storm was level 11, gusting to level 13. The storm moved northwest at 20-25km/h, continuing to weaken. The sea area north of the East Sea had a level 3 natural disaster risk.
At 1:00 a.m. on November 20, the center of the storm was at about 117 degrees North latitude, 111.8 degrees East longitude, in the North East Sea, about 160km north of Hoang Sa. The strongest wind near the center of the storm was level 8, gusting to level 10. The storm moved in a West Northwest direction, at a speed of about 15km/h. The sea area north of the East Sea had a level 3 natural disaster risk.
Regarding cold air, around the afternoon and night of November 17, the cold air mass will affect the Northeast, then affect the North Central, some places in the Northwest and the Central Central. The Northeast wind inland will strengthen to level 3, coastal areas level 4.
From November 18, the Northeast and Thanh Hoa will have cold nights and early mornings; from November 20, the North and North Central regions will have cold nights and early mornings.
