The National Assembly Chairman asked the delegates to promote a high sense of responsibility and contribute many quality and profound opinions to ensure the quality of the legal system meets the requirements of development, and not to allow any loopholes that could create corruption and negativity; at the same time, he affirmed that no opinion of the delegates would not be properly synthesized, explained, and accepted.
National Assembly Chairman Vuong Dinh Hue stated that, based on the Law on the Organization of the National Assembly, the Working Regulations of the National Assembly Standing Committee and the 2023 work program, in order to best prepare for the 6th Session of the 15th National Assembly, the National Assembly Standing Committee decided to convene the 4th Conference of Full-time National Assembly Deputies of the 15th tenure. The content of this conference is to discuss and give opinions on a number of draft laws expected to be submitted to the National Assembly for consideration and decision at the upcoming 6th Session.

This is the National Assembly Deputies Conference that has been dedicated to giving opinions on the largest number of draft laws since the beginning of the term, and these are also very important draft laws that have received special attention from the public and National Assembly Deputies. They have many new regulations and a wide range of affected subjects. Some contents still have different opinions between the agency in charge of the review and the drafting agency, so they need to continue to be carefully considered and discussed.
The National Assembly Chairman noted that in addition to the participation of full-time National Assembly Deputies, other part-time National Assembly Deputies have actively registered to participate in this conference to contribute to the law-making program. The conference was also attended by representatives of the Government, relevant agencies and organizations, leaders of departments, ministries, branches, representatives of some professional organizations directly related to the draft laws, some experts, scientists, and managers.
On behalf of the National Assembly Standing Committee, suggesting and emphasizing a number of issues of concern, the National Assembly Chairman requested full-time National Assembly deputies and delegates attending the conference to focus on reviewing and giving opinions on a number of important issues.

Firstly, the draft laws have thoroughly and correctly institutionalized the Party's policies and the fundamental political issues for each related field. Especially for the draft Land Law (amended), directly at the 13th National Party Congress, the Central Committee issued Resolution 18-NQ/TW, which is a very important political basis for building this draft law. At the 6th session to consider and pass the law, it is necessary to carefully review these major issues, the Chairman of the National Assembly emphasized.
Second, consider whether the draft laws have closely followed major policy groups, orientations, and principles required when drafting laws. The National Assembly Chairman added that the provisions of the Law on Promulgation of Legal Documents 2015 also allow that in the process of drafting laws, if new policies arise, they still have the right to study and absorb them. The important thing is whether the policies set out from the beginning and expected to be completed during the drafting process have been sufficiently expressed or not? Has there been a full impact assessment for new proposals?
Third, consider the constitutionality, legality, consistency and synchronization of the legal system, especially projects that are closely related to each other. Especially the particularly important law projects are the Land Law (amended), Housing Law (amended), Real Estate Business Law (amended) or Bidding Law...
Fourth, I would like to request that National Assembly Deputies continue to pay attention to giving their opinions to the team on major issues and important issues for each draft law, and on legislative technical issues. The National Assembly Chairman emphasized that “there is no issue that we ignore” and that the activities of full-time National Assembly Deputies are to help the National Assembly in general on major issues and important issues in draft laws.

Fifth, request National Assembly deputies to give their opinions on contents where there are still different opinions among agencies. Up to now, there are laws that have not yet reached consensus, and there are still different opinions on the name, such as the Citizen Identification Law project, which needs to be researched, analyzed, calculated, and the best option selected.
The National Assembly Chairman also asked National Assembly Deputies to pay attention to giving their opinions on the provisions of law application and transitional provisions because if these provisions are not clear, there will still be congestion and inadequacies, or if the provisions are not properly applied, there may be deviations during the implementation process.
The National Assembly Chairman emphasized that the goal of reviewing the political foundation, legal basis, constitutionality, legality, consistency, and quality of the legal system to meet the requirements of creating rapid, sustainable development and international integration of Vietnam and reviewing all processes and contents that need to be further studied, absorbed, and learned from. According to the National Assembly Chairman, the issue that needs to be kept in mind is not to allow legal regulations with loopholes that can create corruption and negativity, causing losses or congestion and difficulties for people and businesses; especially, it is necessary to implement the Party's direction on fighting corruption, negativity, and group interests in the law-making process. The National Assembly Chairman emphasized that these issues must be strictly addressed within the National Assembly when considering and deciding on the contents of the law.
Expected to take place in 2.5 hours to give opinions on 8 draft laws, to ensure the conference is conducted effectively, the National Assembly Chairman requested that National Assembly Deputies continue to promote a high sense of responsibility towards voters and the country, fully participate in all sessions, make the most of their time to research, exchange, debate, and criticize with the drafting agency and the reviewing agency to contribute many quality and profound opinions on the drafts.
