On June 3, the Department of Education and Training of Hai Phong City informed about the incident in which Pham Ngoc Khanh, 15 years old, a student of class 9D at Truong Son Secondary School (An Lao District), unfortunately had an accident due to car exhaust gas and could not participate in the entrance exam to grade 10 of high school in the 2023-2024 school year.
Due to having to be hospitalized for suffocation from exhaust fumes from a car, Pham Ngoc Khanh missed the 10th grade entrance exam for the 2023-2024 school year in Hai Phong City.
Accordingly, after the incident, the Hai PhongEducation Trade Union organized a visit to share with students and their families.
Regarding the content that the Department of Education and Training of An Lao District will send a proposal to the Department of Education and Training of Hai Phong City to consider ensuring the rights of student Khanh who unfortunately had an accident to be "specially admitted" to grade 10, the representative of the department's leadership confirmed that they have not received the proposal and according to the admission regulations, there is no content applicable to consider special admission.
However, if students and their families wish to continue studying in grade 10 in the 2023-2024 school year, the Department of Education and Training of Hai Phong City will require private schools to accept students and at the same time apply maximum support for tuition fees and other fees during the study process. In case students wish to continue studying in grade 10 at public high schools, they will have to take the entrance exam to grade 10 in the following school year 2024-2025.
As Thanh Nien reported, on the evening of June 1, the entire Truong Son town had a power outage. Mr. Pham Van T. (49 years old) went downstairs to start the car engine and turn on the air conditioner for his two daughters; the eldest daughter, 20-year-old Pham Minh H., is currently a student at a university in Hai Phong City and the youngest daughter, Pham Ngoc Khanh, is a candidate for the 10th grade entrance exam at the Quoc Tuan High School exam council for the 2023-2024 school year.
To ensure safety, the father rolled down the car window. However, because the house where Mr. T.'s family lived was a tube house with closed doors, the CO2 emissions from the car engine could not escape, causing suffocation for Mr. T. and his three children.
At around 3am on June 2nd, when the electricity came back on, Mrs. Le Thi L. (47 years old, Mr. T.'s wife) who was sleeping on the second floor woke up but did not see her husband lying next to her, so she opened the door and went downstairs to check and discovered a strong smell of exhaust fumes from the engine. The car was still running but Mr. T. and his two daughters were unconscious.
Mrs. L. quickly opened the door to let the toxic gas escape, and at the same time called for neighbors to help take Mr. T. and his three children to the emergency room at Kien An General Hospital.
However, due to inhaling a large amount of CO2 , Pham Minh H. did not survive; Mr. T. and his youngest daughter, Pham Ngoc Khanh, regained consciousness after many hours of emergency care.
