Attracting doctors to the primary care level
During the question-and-answer session with Minister of Health Dao Hong Lan on the afternoon of November 11, National Assembly delegate Nguyen Hoang Bao Tran (Binh Duong) asked about solutions to attract and retain medical staff for medical examination and treatment at the grassroots level.
In general, Ms. Dao Hong Lan determined that investment in grassroots health resources has not met the requirements.
Regarding solutions to invest resources and retain human resources for the grassroots health system, many localities have policies to attract people to work at lower-level hospitals.

As the state management agency related to this content, the Ministry of Health has implemented many policies to strengthen the grassroots health system.
Regarding financial mechanisms and resources for this area, Ms. Lan said that there are things that the grassroots system does, and the budget must pay to ensure.
Along with that, there are open and innovative policies on financial mechanisms for the grassroots health system, district health centers, and commune health stations.
Currently, the Ministry has developed a list of technical services for the grassroots level. From here, it serves as a basis for localities to assign tasks and place orders for the grassroots health system to create resources for the development of the grassroots health system.
Along with that, according to the Minister, revised policies, regulations on salaries, incentives, and attraction policies for grassroots medical staff have created comprehensive solutions to retain those working at lower levels.
In addition, to support the development of the health system, the Ministry of Health also directed all levels to strengthen remote medical examination and treatment, provide professional support and regulations related to health insurance. The grassroots level is also allowed to use the same drugs as the upper level to attract patients.
Direction of adjustment of allowance and salary regime
National Assembly Delegate Nguyen Thi Yen Nhi (Ben Tre) said that recently, there has been a situation where after being trained at a specific location, doctors do not work as assigned by competent authorities, do not ensure working hours as committed, and are willing to refund training costs to move to work at private hospitals.
According to delegates, this affects opportunities, the state budget, as well as the arrangement of personnel in public health facilities.
Through a survey, leaders of some local hospitals proposed considering regulating this behavior as a violation of professional ethics, a case that requires revocation of practice licenses according to the provisions of Article 35 of the Law on Medical Examination and Treatment.
Delegates want to know the views of the Minister of Health as well as solutions to limit this situation.
Minister of Health Dao Hong Lan said that in terms of policies, the situation of medical staff quitting their jobs from 2022 is a very pressing issue. Statistics at that time showed that there were about 9,000 medical staff quitting their jobs.
To retain medical staff after the Covid-19 pandemic, many policies and solutions have been considered and decided by the National Assembly and the Government, and implemented by localities.

According to the Minister, implementing the Prime Minister's direction, the Ministry of Health is focusing on amending Decree No. 56 on preferential allowances for medical staff; amending Decision 73 on on-call allowances and special allowances for medical staff. In addition, the Ministry also proposed amending Decision No. 75 related to the regime for village medical staff.
In addition, many localities have many policies approved by the Provincial People's Council to attract and retain public health workers.
"Currently, the public health workforce accounts for 95% of the health workers serving the people. This is an important force. Without good policies to ensure their livelihoods, it will be difficult to retain this workforce," said the Minister.
