On July 28, the leader of the Investigation Police Agency, Thua Thien-Hue Provincial Police, said that the unit had just decided to prosecute the case, prosecute the accused, and temporarily detain Pham Van Quang (born in 1995, in Thuan An ward, Hue city) to investigate and clarify the act of "Violating regulations on road traffic participation" according to Clause 2, Article 260, Penal Code.
The above decisions have been approved by the People's Procuracy at the same level.
Previously, at nearly 11 p.m. on July 24, Pham Van Quang drove a 5-seat car with Lao license plate 2462 at high speed on National Highway 49 in the direction from Thuan An beach to Hue city center. When reaching Km7+600, he crashed into Doan Cong Phi Long who was walking in the same direction, then collided with a motorbike with license plate 75H1-700.22 driven by Phan Van Xuan (born in 1988) carrying his wife and two children Phan Van Phuc T. (born in 2020), Phan Nguyen Tuong V. (born in 2016).
The accident resulted in Phan Nguyen Tuong V. dying on the spot and 4 people being seriously injured and being treated at Hue Central Hospital.

According to the investigation agency, the car with Lao license plate 2462 belongs to Ngo Duc Thuong (born in 1987, in Loc Bon commune, Phu Loc district).
On the evening of July 24, Pham Van Quang went to meet Ngo Duc Thuong and borrowed a car to drive, causing an accident.
The investigation agency is also clarifying Ngo Duc Thuong's act of handing over the vehicle to an unqualified driver to handle it according to the law.
