In his opening speech, Permanent Vice President of the Vietnam Union of Literature and Arts Associations Doan Thanh No said that, implementing Instruction No. 69-HD/BTGTW dated September 20, 2022 of the Central Propaganda Department on organizing activities to celebrate major holidays and important historical events in the 3 years 2023-2025, the Standing Committee of the Presidium of the Vietnam Union of Literature and Arts Associations assigned the Vietnam Literature and Arts Creation Support Fund to coordinate with the Literature and Arts Times to co-organize the Painting Contest with the theme "Hooray for Dien Bien Soldiers".
This contest is not only an opportunity for authors, especially students, to show their talent and creativity, but also an opportunity for young authors to gain a deeper understanding of the history and tradition of the nation's struggle to build and defend the country.

"The contest is part of a series of practical and meaningful activities to celebrate the 70th anniversary of Dien Bien Phu Victory with the aim of propagating and educating the tradition of patriotism, national pride, and gratitude to the heroic martyrs who sacrificed for the cause of national liberation, for the independence, freedom and happiness of the people. From there, it will give wings to the creativity and rich imagination of young artists about a powerful Vietnam and the beautiful homeland of Dien Bien Phu" - the Permanent Vice President of the Vietnam Union of Literature and Arts Associations emphasized.
The contest is called: “Hoa Ho Chi Minh Si Dien Bien” – a very “open” topic, creating conditions for students to freely imagine and create, but still focusing on useful and interesting topics to help arouse love for the homeland, fostering historical values. Students have the opportunity to learn about the history of Dien Bien Phu through books, newspapers, poetry..., and freely express their artistic talent, creativity and thinking, being a strong source of inspiration for their peers and spreading to the community about a bright future of the heroic land of Dien Bien. This is also an opportunity for students with artistic talent to develop, nurture their talents and create motivation to study and create.

Accompanying the competition are famous, highly specialized and experienced contemporary artists such as: Artist Dinh Quang Tinh - Stage name Ba Tinh (Chairman of the Jury), Artist Thanh Chuong (Head of the Professional Jury), Artist Ngo Xuan Khoi, ...
The jury will select the best works; the winning authors will join the delegation in the ceremony of reporting achievements to Uncle Ho at the Ho Chi Minh Mausoleum on the anniversary of the historic Dien Bien Phu victory.
In particular, this is a contest for teenagers and children, for the first time applying information technology very professionally and systematically to encode data about authors and works, helping contestants quickly access accurate information about the contest and the Organizing Committee, the Jury, and the Board of Judges. At the same time, information technology contributes to transparency and fairness in the judging process, helping the Board of Judges classify and detect works that violate the contest regulations.
The competition's closing ceremony and award ceremony are expected to be held on the evening of April 28, 2024 at the Hanoi Opera House.

Contestants' entries submitted via the Organizing Committee's link: https://70namdbp.vanhocnghethuat.vn/ must pay a fee to activate their account (a program to socialize the technology platform serving the contest). Prize Structure: 3 First prizes (Preschool, Primary, Secondary): 30,000,000 VND/prize 3 Second prizes (Preschool, Primary, Secondary): 20,000,000 VND/prize 3 Third prizes (Preschool, Primary, Secondary): 10,000,000 VND/prize 1 prize for special contestant, 70 Encouragement prizes (6 prizes for Kindergarten, Primary, Secondary, each Grade): 500,000 VND/prize. 1 prize for the unit with the largest number of entries: 2,000,000 VND/prize.
