Attending the meeting were comrades: Chau Van Lam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tuyen Quang province; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation of the province; departments, branches, sectors, mass organizations of the province, districts, cities and 24 delegates representing Dien Bien soldiers, youth volunteers, frontline laborers in the province who directly participated in the Dien Bien Phu campaign and relatives of the Vietnamese Heroic Mother's family attended the meeting.

The historic victory of Dien Bien Phu is an immortal heroic epic, continuing the glorious historical tradition of our nation, from the wise leadership of the Communist Party of Vietnam and the great President Ho Chi Minh, from the strength of the great national unity bloc. After 56 days and nights of “digging mountains, sleeping in tunnels, eating rice balls in the pouring rain”, fighting bravely, intelligently and creatively, our army and people crushed the entire Dien Bien Phu stronghold, annihilating and capturing all enemy troops.

The Dien Bien Phu campaign was a complete victory, this is the heroic epic of the miraculous People's War, "recorded in national history as a Bach Dang, a Chi Lang or a Dong Da in the 20th century, and entered world history as a brilliant feat of breaking through the stronghold of the colonial slavery system of imperialism".

70 years have passed, but the echoes, significance and historical lessons of that Victory still resonate forever, serving as a driving force to strengthen our entire Party, people and army on the path of innovation, integration and development.

The victory of the resistance war against the French colonialists, culminating in the Dien Bien Phu Victory, was the victory of ardent patriotism, the strength of great national unity, the whole country united in mind, the whole people fighting the enemy, the indomitable and resilient will of the Vietnamese people forged over thousands of years of history; it was the victory of the independent, correct and creative resistance and military lines of our Party, headed by President Ho Chi Minh.

Speaking at the meeting, comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed that Tuyen Quang is a "crucial" land, with an extremely important position in the corridor protecting the country's rear resistance base, and is a bridge between the Viet Bac base and the Northwest battlefield.

During the resistance war against French colonialism, especially the Dien Bien Phu Campaign, the Party Committee, army and people of Tuyen Quang province demonstrated their important strategic rear role. The steadfast revolutionary people's hearts combined with the sacred mountains and rivers protected the absolute safety of the resistance leadership center and the Dien Bien Phu campaign command center.

With the slogan "All for the victory of the front line", the Party Committee and the people of all ethnic groups in Tuyen Quang devoted all their efforts to the front. The movement "working as a civilian laborer is patriotism" took place vigorously throughout the province; groups of civilian laborers slept on the ground, slept in the dew, climbed mountains, waded through streams, and followed each other to the front line.

In 1953, the province mobilized over 9,760 people to serve the Northwest campaign; in 1954, the province mobilized over 56,000 people, accounting for 43% of the province's population, to serve the Dien Bien Phu campaign. Along with that, the province mobilized thousands of workdays to ensure the smooth operation of roads and ferries, serving over 4,700 vehicles passing through Binh Ca ferry.

Devoted to the victory of the resistance war, the people of all ethnic groups united and voluntarily provided food and provisions for the front line, providing the front line with over 6.6 tons of rice and food...

He emphasized that the meeting was an event of profound political, social and humanistic significance, aiming to review the glorious revolutionary tradition of our nation; express affection, gratitude and infinite gratitude to those who have contributed to the victory "Resounding throughout the five continents, shaking the earth"; continue to educate revolutionary traditions, patriotism, national pride and self-esteem, strengthen confidence and determination to successfully carry out the task of protecting the Fatherland, building our homeland and country to be increasingly prosperous and happy.

At the meeting, the President's Decision to posthumously award the State honorary title "Heroic Vietnamese Mother" was announced to mother Pham Thi Nhuan, originally from Phu Son commune, Hung Ha district, Thai Binh province, with registration at Tan Yen town, Ham Yen district; and mother Tran Thi Minh, originally from Hoa Hau commune, Ly Nhan district, Ha Nam province, with registration at Tan Quang ward, Tuyen Quang city.

On the occasion of the 70th anniversary of Dien Bien Phu victory, Tuyen Quang province visited and presented gifts to 127 Dien Bien soldiers, youth volunteers, frontline laborers and relatives of martyrs who directly participated in the Dien Bien Phu campaign. At the meeting, provincial leaders presented gifts of gratitude to 24 Dien Bien soldiers, youth volunteers, frontline laborers and 2 families of Vietnamese Heroic Mothers who participated in the program.
