This afternoon, August 19, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam worked with a delegation from the United States Agency for International Development (USAID) and the National Action Center for Chemical and Environmental Treatment (NACCET), led by USAID Director in Vietnam Aler Grubbs and NACCET Director General Major General Ha Van Cu.

At the meeting, NACCET representatives informed about the project "Support to improve the quality of life of people with disabilities in provinces heavily sprayed with Agent Orange" (Integration Project). This project was approved by the Prime Minister on July 20, 2021, the Ministry of National Defense is the managing agency, USAID is the funding agency, the project investor is NACCET, under the Chemical Command, Ministry of National Defense.

Quang Tri, Thua Thien Hue, and Quang Nam provinces are located in Area 1 of the project, so it is called the Integration Project 1, with an implementation period of 5 years (2021-2026). The general objective of the Integration Project 1 is to improve the quality of life of people with disabilities in provinces heavily sprayed with Agent Orange through 3 specific objectives: Expanding medical support and rehabilitation services, improving the health and quality of life of people with disabilities; Expanding social services, enhancing social integration support and implementing direct support to help improve the quality of life of people with disabilities; Improving policies, improving public attitudes, minimizing barriers, ensuring social integration of people with disabilities.

In Quang Tri, in 2022 and 2023, this project will be implemented in Dong Ha city and the districts of Vinh Linh, Gio Linh, Cam Lo, Trieu Phong, Hai Lang, Huong Hoa. In 2024, the project will add Dakrong district.

It is expected that by the end of 2024, in Quang Tri, there will be about 4,260 people with disabilities, including disabled children and people with disabilities affected by Agent Orange/dioxin and 2,909 family members of people with disabilities benefiting from medical, rehabilitation and social services; 10 rehabilitation units will be supported to strengthen their capacity to provide services in a multidisciplinary approach and 186 health workers will be enhanced their capacity through short, medium and long-term training activities.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized: Quang Tri Province highly appreciates the support of USAID and NACCET in funding and implementing the Inclusion Project 1 in the province. At the same time, he requested USAID to consider adjusting the project's indicators to suit the actual situation of the province; it is necessary to increase the budget for the livelihood support component because in reality, the majority of households with disabilities are poor, so the need for livelihood support and income increase is very large.

There needs to be a program and software to update the database of people with disabilities in the province; further enhance rehabilitation equipment for the health sector; support early disability screening and early intervention activities... In addition, Quang Tri hopes that USAID and NACCET will continue to consider supporting Quang Tri province to expand project activities and areas in the period after June 2026.

On the local side, the Provincial People's Committee is committed to always ensuring the highest cooperation with the support and coordination of relevant agencies and organizations of the province in implementing the project to ensure the goal of supporting people with disabilities with the motto "leaving no one behind".

USAID Vietnam Director Aler Grubbs and NACCET Director General Major General Ha Van Cu both highly appreciated the strong participation of Quang Tri province in supporting projects for people with disabilities and post-war bomb and mine clearance activities. At the same time, they affirmed that they will make more efforts to improve the quality of life of people with disabilities in the province in the coming time.
