At the meeting organized by the Southern Region Standing Office, Central Propaganda Department on the morning of August 21, to inform about the preparation and opening of the new school year 2024-2025, the Ho Chi Minh City Department of Education and Training said that this school year, the whole city increased by 24,097 students (including: 22,592 public and 12,463 non-public), divided by level of education: Preschool increased by 6,262 students (public increased: 2,987, non-public increased: 3,275); Primary school decreased by 6,185 students (public decreased: 6,966, non-public increased: 781); Secondary school increased by 7,022 students (public increased: 7,437, non-public decreased: 415); High school increased by 16,999 students (public increased: 13,831, non-public increased: 3,168).

During this school year, Ho Chi Minh City still ensures that 100% of children living in the area have enough places to study. The number of students has increased significantly at the high school level, due to the difference between grade 12 students graduating and grade 9 students graduating and entering grade 10.

Up to this point, the enrollment data for the first level shows that the total number of first graders is 101,635/105,693 students; total number of sixth graders: 123,766/126,525 students; total number of tenth graders: 74,490 successful candidates/90,062 registered candidates/116,165 junior high school graduates. The remaining students have registered to study at international schools, non-public schools and returned to their hometowns to study. For high school students: students registered to study at non-public schools, continuing education centers, colleges, and vocational schools.

In preparation for the opening of the 2024-2025 school year, it is expected that in 2024, 23 projects with 476 new classrooms will be put into use (of which: the number of additional classrooms is 412) with a total investment of: 2,237,603 million VND.

Of which, it is expected that on September 5, 18 projects with 413 new classrooms will be put into use at preschool levels: 41 classrooms (an increase of 30 classrooms); primary school: 246 classrooms (an increase of 203 classrooms); secondary school: 126 classrooms (an increase of 126 classrooms). By the end of December 2024, 05 projects with 63 new classrooms will be put into use.

The work of repairing, purchasing facilities and teaching aids, and allocating funds for the summer of 2024 has been carried out in districts, high schools, and units under the Department of Education and Training. In addition, units will balance the allocated funds and save to repair and purchase equipment to meet teaching and learning conditions.

The Department of Education and Training also said that there have been instructions on the contents of the collection at the beginning of the school year. The collection of tuition fees is carried out according to Resolution No. 12/2024/NQ-HDND of the City People's Council and Decree No. 97/2023/ND-CP of the Government. The tuition fees for all levels are adjusted to the tuition fees of the 2021-2022 school year according to the Resolution issued by the City People's Council.

Regarding service revenues to support educational activities of public educational institutions in the City, the Department of Education and Training is currently coordinating with the Department of Finance to develop guidelines for revenues so that educational institutions can implement them consistently in the 2024-2025 school year and parents have a basis to monitor the implementation of educational institutions; at the same time, direct the strengthening of inspection, examination, and supervision of revenue and expenditure, and management of facilities at the beginning of the school year at affiliated educational institutions according to the management hierarchy, promptly correcting the situation of collecting revenues that are not in accordance with regulations.

Regarding teacher recruitment, the new school year needs to recruit about 3,522 teachers (specialized: 79 teachers, preschool: 649 teachers, primary: 1,243 teachers, secondary: 1,151 teachers) and 720 staff (specialized: 33 staff, preschool: 124 staff, primary: 241 staff, secondary: 276 staff).

As of August 2024, the demand for recruiting civil servants working in public service units under the Department of Education and Training in Phase 1 is 337 civil servants, including 263 teachers and 74 employees. There are 279 successful candidates (including 253 teachers and 44 employees), currently the candidates have completed their recruitment documents according to regulations. In districts, there are currently 11 districts that have been and are implementing the recruitment process after being approved by the District People's Committee; 09 districts, cities are waiting for approval of the Recruitment Plan; 02 districts have not yet developed a Plan due to the lack of staff assigned in 2024, waiting for additional assignment (District 5, District 6).

The Department also said that there were some difficulties in recruitment because the recruitment sources did not meet the recruitment needs for the positions of English teachers (primary school), Information Technology, Fine Arts, Music, Technology and some staff positions.

In the new school year, the Ho Chi Minh City Department of Education and Training will carry out key tasks such as strengthening decentralization and delegation of authority in management; ensuring fairness in access to education; effectively implementing preschool, general education and continuing education programs; improving the quality and standardizing the team of teachers and educational managers at all levels; organizing recruitment to ensure quantity and quality (prioritizing the recruitment of preschool and primary school teachers who are still lacking); arranging and regulating preschool and general school teachers among local educational institutions to ensure reasonableness, overcoming the situation of local teacher surplus and shortage; researching and advising on developing policies to attract and create sources of teacher recruitment and support, creating conditions for teachers to work with peace of mind...
