4 PILLARS OF DEVELOPMENT IN WESTERN NGHE AN

Western Nghe An is a large area, accounting for 83.36% of the province's area, holding an important position in terms of national defense and security, with many potentials and outstanding strengths. The Resolution of the 19th Provincial Party Congress identified this as one of the three key economic regions of the province.

With those characteristics, it can be said that Nghe An cannot be rich and strong, social security cannot be stable, if the potential of the West is not exploited effectively.

Sharing the development of the Western region has always been one of the major concerns of Nghe An province. Provincial Party Secretary Thai Thanh Quy said that, based on the implementation of Resolution 39 of the Politburo on the development of Nghe An province to 2030, with a vision to 2045; Nghe An province's planning for the period 2021 - 2030, with a vision to 2050, the province has identified and will focus on sustainable development of the Western region with 4 key elements. These are:

Maximize potential advantages, especially advantages in forest economy, forest canopy economy, border gate economy, historical and cultural resources.

Increase resilience in natural disaster prevention, climate change response and organic connection with other regions in the province.

Linking economic development with ecological environment protection; preserving and promoting the cultural identity of ethnic groups.

Solve social problems well, sustainably reduce poverty, ensure national defense and security, and build a strong grassroots political system.

The head of Nghe An Provincial Party Committee said that lessons learned show that in order for the Western region to develop sustainably and sustainably, in addition to internal factors, the initiative and efforts of the province and localities, important support from the Central Government and active participation of businessmen and enterprises are needed.

Because the role of the Central Government, ministries and branches helps create legal corridors, specific mechanisms, and strategic orientations for overall regional and inter-regional development.

Enterprises help connect markets, place production orders, consume products, return to production orientation, change farming methods, change people's thinking and way of doing business.

The Provincial Party Secretary shared that Western Nghe An is waiting for people with passion, strengths, and experience in the fields of high-tech agricultural production, forestry, medicinal herbs, processing, tourism, border trade, etc. to awaken, enrich, and turn potential resources into material wealth.

Nghe An province calls for and commits to accompany and create the most favorable conditions possible for businesses and entrepreneurs to come to research, invest, do business and develop here.

HAVE ATTRACTIVE ENOUGH POLICIES TO ATTRACT BUSINESSES

As a passionate son of Nghe An, Hero of Labor in the renovation period, Founder and Chairman of the Strategy Council of TH Group, Thai Huong has invested in major projects, contributing to awakening the Western Nghe An region, creating international brands. However, for the businesswoman from Do Luong, there are still worries and concerns about this land full of potential.

Ms. Thai Huong believes that it is necessary to re-evaluate the current status of land resources of farms and forestry farms in the West and have a sufficient source of funding to review them, in order to restructure them strongly and hand them over to businesses with strategy, vision, capacity, and strong investment aspirations.

Also from her personal practical experience through investment by TH Group, she emphasized that enterprises will be the locomotive and the subject to attract farmers into chain production.

Regarding the policy corridor, the Nghe An businesswoman suggested that there should be medium and long-term credit packages with truly preferential interest rates to support investors in pouring capital into this area.

From the perspective of an economic expert, Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute, Deputy Head of the Economic and Social Advisory Group of Nghe An province said that to unleash the potential of the West, it is necessary to reposition the resources and advantages of this region from a modern perspective, in order to find a development direction.

At the same time, the expert from Hoang Mai town also raised the learning factor in development. Because Nghe An is famous for being a land of learning, but only learning letters, the learning here must be learned from practice, must learn the ways of doing, successful models of agricultural and forestry development, especially in Son La to find solutions for the West.

Associate Professor, Dr. Tran Dinh Thien also agrees with the viewpoint of businesswoman Thai Huong, that when put on the scale, it is necessary to create policies to create the most favorable conditions for businesses to develop the Western Nghe An region; at the same time, there needs to be policies to awaken the forestry potential of the province, as well as pilot the carbon credit market project.

Approaching from the perspective of the people of Western Nghe An, speaker Nguyen Thi Thu Huyen - National Coordinator of the Global Environment Facility Small Projects Funding Program under the United Nations Development Program (UNDP) is a person who has been associated with the Western Nghe An region for many years.

Here, through UNDP projects, she has directly worked and built projects to help ethnic minorities stabilize their livelihoods, such as growing medicinal herbs under the forest canopy in Tuong Duong district, planting forests in Tay Son commune (Ky Son) and is expected to soon support people in Muong Long commune (Ky Son) to do tourism.

From practical experience, the UNDP representative said that, besides the role of businesses, the role of people in developing the West cannot be ignored, because through projects, specifically afforestation in Tay Son commune (Ky Son), after 20 years of returning, she was completely surprised because the people did very well.

Therefore, Ms. Nguyen Thi Thu Huyen recommended that the province needs to have a way to arouse the spirit and confidence of the people in developing their livelihoods; at the same time, effectively implement the connection between localities in the region to promote development; develop tourism associated with conservation and development of indigenous culture; use forest environmental service money more effectively and promote land and forest allocation.

In particular, the UNDP representative shared that the thing she is most concerned about is quality human resources. Because according to her experience working on UN projects in Western Nghe An, it is very difficult to find local human resources. Therefore, she believes that Nghe An province needs to have appropriate mechanisms to attract intellectual resources and young businesses to the West.

"NO PEAK TOO HIGH, NO RIVER TOO LONG, NO OCEAN TOO DEEP"

As the last speaker of the five speakers at the seminar, Minister of Agriculture and Rural Development Le Minh Hoan began sharing his views, orientations and support from the Ministry in the coming time to help Western Nghe An develop in its role as the leader of the country's agricultural sector with a very familiar story but containing a profound message about agricultural economic thinking.

That was the Ky Son sweet corn that he brought back to Hanoi after a business trip to this remote border district of Nghe An. A quality product, familiar to the people there, but what the Minister was concerned about was that outside his area, almost no one knew about sweet corn, including the officials from Nghe An who were working at the Ministry.

Drawing from practice, Minister Le Minh Hoan repeatedly mentioned economic thinking and market thinking in agriculture, there must be stories behind the products to "bring your name far and wide".

Citing the titles of three books: "No peak is too high; No river is too long; No sea is too deep", the Minister wanted to emphasize the message that we should divide the road into smaller parts to reach the destination.

Therefore, in the context of practical mechanisms with common barriers and needing time for the Central and Government to open up, he affirmed: "The Ministry of Agriculture and Rural Development will work with Nghe An to outline each point. What does Nghe An do, what does the Ministry do, how do we coordinate?" and on that basis do the best we can for the Western Nghe An region, with a new approach.

The Minister cited an example such as Ky Son district, which has only 1% flat land, the remaining 99% is mountainous. However, agriculture is currently not based on area but on volume. These are the models and methods that the Ministry will soon deploy in the Western Nghe An region.

The Minister from the "lotus fields of Thap Muoi" who has deep affection for the "lotus village of Nghe An" also shared the view that in the planning of the development space of Western Nghe An, we must take into account inter-commune and inter-district, because the larger the space, the larger our thinking.

Minister Le Minh Hoan also expressed his belief in the team of cadres in Western Nghe An who have a very strong spirit to overcome difficulties, but he suggested that they should approach calmly, not let policy barriers dominate emotions and will, but should look at it from the perspective that whatever can be done, should be done first and best.

“There must be new thinking and new capacity. It is a test of the dynamism of local leaders,” the Minister concluded.
