Reporting at the meeting, Mr. Nguyen Cao Minh, Director of Hanoi Urban Railway Project Management Board said: Up to now, the progress of the entire project has reached 74.7%.
The progress of the elevated section has reached 99.93%. Currently, only the construction of internal roads and landscaping of the depot area remains, equivalent to 0.5% of the total volume of the CP05 package.
The inspection council led by Deputy Minister of Construction Bui Xuan Dung - Permanent Vice Chairman of the council inspected and worked at the Nhon - Hanoi Railway Station urban railway project.
According to Mr. Nguyen Cao Minh, the trial operation was carried out from March 11, with 57 drill scenarios. On May 17, the Project completed the final scenario T36 "Emergency handling - Passenger evacuation at the station" with the coordination and preparation of many external units such as Fire Prevention, Traffic Police, Ambulance, etc.
The Apave - Bureau Veritas - Certifer Consulting Joint Venture (ABC Consulting) has conducted the system safety assessment. During the trial operation, ABC Consulting mobilized 26 experts at the site to assess and certify the system safety.
Regarding the appraisal and acceptance of system safety documents, Mr. Nguyen Cao Minh informed that the Vietnam Railway Authority has established a team to appraise system safety documents for the Project and is currently implementing it.
Vietnam Railway Authority is expected to complete the appraisal and acceptance of the system safety dossier no later than 15 days after ABC Consultant issues the System Safety Certificate. Asset inventory work to prepare for handover has been carried out since January 2024, and to date, the detailed inventory has basically been completed.
According to Mr. Minh, since the project was implemented, the Council's standing body has organized 16 inspections.
Of which, from the beginning of 2024 until now, there have been 3 phases. The elevated section of the Hanoi Pilot Urban Railway Project, the Nhon - Hanoi Railway Station section has been basically completed, fully complying with regulations on procedures and construction quality management.
The system safety certification assessment has been completed for the construction, installation and testing part of the Project, now only the assessment of the operator's readiness remains.
Providing more information about the project progress, especially the elevated section (from Nhon Depot to Cau Giay S8 station), Mr. Vu Hong Truong, General Director of Hanoi Railway One Member Co., Ltd. said: To best prepare for the operation of the elevated section, the company has closely coordinated with the supervising consultant to train human resources.
Up to now, the training of human resources for the Nhon - Hanoi railway station urban railway line has been completed and the line is ready to operate.
During the inspection, the inspection team focused on the main contents such as: Construction site, trial operation, system safety assessment, plan and preparation for putting the elevated section into operation. The inspection of important stages before putting the project into commercial operation is expected in July 2024.
Objectively assessing the progress as well as the remaining problems of the project, Deputy Minister Bui Xuan Dung said that this is a key project of the whole country as well as the capital Hanoi. Therefore, he requested the investor to complete the acceptance work according to regulations.
At the same time, conduct an inventory and develop a specific schedule for handover to the operating unit. The investor is requested to coordinate with the assessment unit to complete the system safety assessment certificate before June 10. In addition, complete the renovation of Nhon Depot before June 20.
According to Deputy Minister Bui Xuan Dung, it is expected that the State Inspection Council for Construction Acceptance in 2024 will organize the acceptance of the elevated section of the Nhon - Hanoi Railway Station urban railway project on June 30 and put it into commercial operation in July 2024.
