BTO-When the 2023 Cooperative Law with many innovations is promulgated, it will create favorable conditions for cooperatives to operate equally with enterprises, attracting more individual households to join cooperatives. In particular, when applied to the agricultural economic model in the province, the 2023 Cooperative Law promises to contribute to improving productivity and increasing competitiveness for cooperatives in the context of increasingly deep international integration.
Some cooperatives are starting to change their practices.
One of the development goals of Binh Thuan by 2030 is to build, transfer and replicate high-tech agricultural production models; form concentrated, large-scale production areas, thereby increasing farmers' income. In addition, promoting digital transformation in agriculture, developing organic, green, ecological, circular agricultural production, reducing greenhouse gas emissions... In particular, when the collective economic model is gradually developing and integrating, the Law on Cooperatives 2023 with many optimal points being promulgated and applied will bring many positive impacts on the development of the agricultural economy, with typical key products of Binh Thuan such as dragon fruit, grapes, cashews, rubber, seafood...
According to the assessment of the Provincial Farmers' Association, the cooperative and cooperative group models in the province have changed in terms of quantity, quality and efficiency of production and business activities, and new cooperative models have emerged that operate effectively. In particular, a number of cooperatives have recently expanded their scale, invested in modern machinery and equipment, applied high technology in production, processing, preservation, and provided quality products for the market and export. Typical examples include the model of growing lingzhi mushrooms, straw mushrooms and producing organic fertilizers at Lac Tanh Agricultural Cooperative, Tanh Linh District; the hydroponic vegetable growing model at Tien Phat Vegetable Cooperative (Vu Hoa Commune, Duc Linh District); Ham Duc Dragon Fruit Cooperative (Ham Thuan Bac District) applied science and technology, successfully processing wine from dragon fruit, etc.
In addition, many cooperatives in the province have also started agricultural production combined with rural tourism, bringing high efficiency. Most recently, Hoa Le Dragon Fruit Cooperative is considered a destination that is not to be missed by domestic and foreign tourists when going on field trips, experiencing and visiting the agricultural production model characterized by dragon fruit produced and processed in a closed system with many diverse products from green dragons. Or Thien Nghiep Organic Livestock Cooperative (Ba Tuong Farm) has gradually formed a green agricultural chain, raising regional specialties combined with experiential ecotourism. With a total production area of 10 hectares, Ba Tuong Farm has focused on raising sand lizards, pigeons, and jungle fowls in the direction of green agriculture combined with clean food trade, experiential tourism, and restaurants, attracting many domestic and foreign tourists. In addition, there is also the Da Mi Agricultural Production, Business and Service Cooperative - La Day village, Da Mi commune (Ham Thuan Bac) specializing in growing VietGAP durian, also creating conditions for people to visit and pick fruit in the garden, creating dynamism and creativity compared to the traditional way of doing things before...
Take advantage of the new points of the Cooperative Law 2023
However, the biggest limitation of agricultural cooperatives in the province is the weak linkage between production and consumption. Agricultural products in the province face fierce competition from imported products and similar products produced in other provinces and cities. This requires agricultural cooperatives to innovate their methods, improve quality, diversify products and improve services and designs to compete more effectively in the market. The 2023 Law on Cooperatives will encourage cooperation between cooperatives and enterprises, helping to build a value chain from production to consumption. This will not only help increase the value of agricultural products but also expand the consumption market, ensuring sustainable development for the agricultural sector.
Not only that, the Law on Cooperatives 2023 also focuses on training and fostering human resources. Cooperatives will be supported in improving management, production and business skills for management teams, employees and members; Support salaries, bonuses and benefits to attract high-quality workers. Thereby, helping them adapt better to changes in the modern business environment and improve their competitiveness in the market. It can be seen that the Law on Cooperatives 2023 has expanded policies, supporting information on consulting and international cooperation policies, training human resources for collective economy and cooperatives compared to before, fully institutionalizing policy orientations on science and technology in Resolution No. 20/TW.
Ms. Tran Thi Kim Thoa - Vice President of the Provincial Cooperative Union said that recently, the Provincial Cooperative Union organized training courses on the Law on Cooperatives 2023 to help the management staff, cooperative members and employees working in cooperatives, and people grasp information, learn about the position and role of collective economy and cooperatives in the current period; clearly understand the support policies and investment resources of the State and the province for collective economy and cooperatives. Thereby, encouraging people with sufficient conditions to actively establish cooperatives, participate in cooperative membership as well as improve understanding and awareness of the Law on Cooperatives 2023 in particular and the policies and guidelines of the Party and the State on collective economy and cooperatives in general. Thereby, gradually promoting economic restructuring, contributing to socio-economic development, and sustainable poverty reduction in the locality.
The 2023 Law on Cooperatives brings great opportunities for the agricultural economic model in Binh Thuan. However, to achieve positive results, it is necessary to concretize the law as soon as possible, and there needs to be synchronous support from the government, cooperatives and relevant parties in the process of implementing the new law. With the advantage of having typical agricultural products, Binh Thuan has great potential for strong development if it makes good use of the new policies of the 2023 Law on Cooperatives.
