Proposal for people to be "indebted"
The Ring Road 4 project through Thanh Oai district is 7.9km long, in 6 communes, with a total recovered area of 86.94 hectares, involving 1,670 households, individuals and organizations. Of which, 73.96 hectares of agricultural land is recovered; 0.6 hectares of residential land; 10.23 hectares of non-agricultural land; 2.15 hectares of cemetery land with 503 graves. The area of land that has been handed over is 84.21 hectares.
Talking to Dan Viet, Mr. Nguyen Cong Quang, Director of the Thanh Oai District Land Fund Development Center, said that the two biggest problems the district is facing are the resettlement prices between the departing and arriving areas and the large difference in non-agricultural land prices (garden land).

Mr. Quang explained: Because the compensation land is located in an unfavorable location, with poor infrastructure and small roads with a cross-section of 1-2m, the district approved the compensation price in Cu Khe commune at 29.5 million VND/m2 and in My Hung commune at 21.7 million VND/m2.
Meanwhile, the resettlement land for people of Cu Khe commune is located adjacent to Thanh Ha urban area, with shared infrastructure with Thanh Ha urban area. According to the results of the investigation and construction survey, the price ranges from 52.3 to 61.3 million VND/m2. Due to the large difference in the starting and ending prices, people have not agreed.
To resolve the above difficulties, the district has issued a document requesting the City People's Committee and relevant departments and branches to guide the Thanh Oai District People's Committee to re-determine the price of built land for implementation in the area.

In case there is no basis to re-determine land prices, the City People's Committee is requested to approve the policy for districts in general and Thanh Oai district in particular to conduct a lottery to select temporary land allocation locations for households that meet resettlement conditions and have their financial obligations recorded when allocating land according to regulations so that households with land can stabilize their lives and soon hand over the construction site for the Ring Road 4 project. When households complete their financial obligations according to regulations, they will be granted a Certificate of Land Use Rights and exercise the rights of land users.
According to Mr. Quang, with the proposed solutions, if people do not agree, there is "no other way", forced to follow the enforcement process.
Me Linh recommends considering special mechanisms
Mr. Dinh Ngoc Thuc, Director of the Land Fund Development Center of Me Linh district, said that the site clearance work in the district has been basically completed. For households that have not yet agreed on the compensation price, the district has proposed many solutions to handle the matter thoroughly, "reasonably" so that people can reach consensus and quickly relocate and hand over the site for project construction.
Mr. Thuc shared: "Most recently, the People's Committee of Me Linh district issued decisions 1343, 1344 and 1345/QD-UBND on adjusting specific prices (residential land) as the basis for calculating compensation, support and resettlement when the State reclaims residential land in communes with reclaimed land areas.

The Ring Road 4 project in the Capital Region, the section passing through Me Linh district, is 11.2 km long, with an area of land to be recovered of 141 hectares, passing through 5 communes and 12 villages involving more than 3,000 households. Of which, the residential land area accounts for nearly 7 hectares involving 438 households in three villages: Noi Dong (Dai Thinh commune), Khe Ngoai 2 (Van Khe commune) and Tan Chau (Chu Phan commune).
According to the representative of Me Linh district, in the process of site clearance, the district also encountered difficulties such as: Some plots of land after recovery had only about 30m2 remaining area, not eligible for resettlement consideration, and the shape of the land did not ensure the construction of houses suitable for the lifestyle of rural households.
In addition, most of the land is inherited from our ancestors, with a large area but the residential land limit is only 200m2 maximum (according to the old regulations from when Me Linh district was under Vinh Phuc province). During the use, people divided and donated it into many plots, some plots are pond and garden land but still built houses and auxiliary works, leading to the application of low compensation prices according to regulations or no compensation as well as not being considered for resettlement...

To ensure the rights of the people, Me Linh district has also proposed that the Hanoi People's Committee consider a special mechanism to support and resettle households. Specifically, the Me Linh district People's Committee proposed that the city allow consideration of resettlement for households and individuals whose remaining land area after recovery is distorted as presented above, considering allocating 1 resettlement land plot with a minimum area of 80m2. At the same time, the district is allowed to consider and re-recognize the residential land limit for plots of land that have been granted land use right certificates (only for Ring Road 4 project).
The district also proposed that the City allow the conversion of garden and pond land use purposes into residential land with a maximum area of 180 square meters per time and deduct the conversion fee from the compensation plan and consider allocating 1 resettlement plot with a minimum area of 80 square meters.
Mr. Hoang Anh Tuan, Chairman of the People's Committee of Me Linh district, said that the district has studied and applied legal regulations, consulted the practices of other localities to build a practical and feasible plan in the spirit of ensuring the best interests of the people according to the provisions of the law, but has not been able to meet the wishes of all households. Therefore, he hopes that the people and the government have agreed, and will continue to be unanimous, supportive, and ready to hand over land, houses, and relocate assets for the State to carry out site clearance for the project.
