On the afternoon of September 6, the survey delegation of the National Assembly's Defense and Security Committee led by Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, had a working session with the Provincial People's Committee on surveying, receiving and revising the Draft Law on Fire Prevention, Fire Fighting and Rescue (PCCC & CNCN).

Receiving and working with the survey delegation were comrades: Bui Van Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Duong Hoang Huong - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; leaders of a number of departments, branches and sectors of the province.
The report presented at the survey showed that since the beginning of the year, the province has had 45 fires; no human casualties; property damage in monetary terms is estimated at VND 2.74 billion. In order to direct, inspect and organize the implementation of fire prevention and fighting regulations in the locality as well as handle violations of fire prevention and fighting regulations under its authority, the province has organized 15 interdisciplinary inspections; the Fire Prevention and Rescue Police force has conducted fire prevention and fighting safety inspections at 12,449 management establishments, deployed 2 topics of fire prevention and fighting safety inspections at production establishments, warehouses in industrial parks, industrial clusters and in residential areas; infrastructure of industrial parks, industrial clusters and markets, commercial centers in the province.

Through inspection work, 729 cases of administrative violations in fire prevention and fighting were promptly detected and punished, with fines of over 2.8 billion VND; decisions were made to temporarily suspend or suspend operations of 35 violating establishments.
Currently, 100% of the design review and acceptance documents for fire prevention and fighting are received and results are returned on the online public service. Since the beginning of the year, 105 review certificates and 113 documents approving fire prevention and fighting acceptance have been issued.

At the survey, delegates exchanged and discussed information related to the difficulties and problems of the province in fire prevention and fighting and search and rescue such as: Finance, budget, digital transformation for fire prevention and fighting; forces participating in fire prevention and fighting at the grassroots level; fire prevention and fighting for houses combined with business; coordination between the police and military forces in fire prevention and fighting and search and rescue...
Speaking at the meeting, Chairman of the Provincial People's Committee Bui Van Quang hoped that the Government and the Prime Minister would regularly review and perfect the system of legal documents, continue to direct relevant ministries and branches to issue regulations and standards on fire prevention and fighting and rescue such as: Regulations on ensuring fire prevention and fighting safety after the meter for unified application nationwide; have specific instructions and regulations on decentralization of local budget expenditure levels for investment in fire prevention and fighting and rescue work every year; direct unified mechanisms and policies to encourage organizations and individuals to establish volunteer fire prevention and fighting forces.

Chairman of the Provincial People's Committee Bui Van Quang hopes that the Ministry of Public Security will continue to invest in building facilities, technical infrastructure, applying digital technology and automation in fire prevention and fighting and rescue work; pay attention to and support funding for building working offices, providing specialized fire prevention and fighting and rescue equipment and means, modern protective clothing and equipment for the Fire Prevention and Fighting and Rescue Police force to complete their tasks well and be ready to support neighboring provinces when requested.

Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong highly appreciated the effectiveness of fire prevention and fighting and search and rescue work in Phu Tho province. Emphasizing the importance of the Draft Law on Fire Prevention and Fighting and Search and Rescue, the Vice Chairman of the National Assembly suggested that the Standing Committee of the National Defense and Security Committee coordinate with the drafting agency to continue to carefully study the provisions on prohibited acts, because these are contents directly related to human rights and civil rights. Regarding the contents related to fire prevention, pointing out the fact that there are many problems and difficulties, the Vice Chairman of the National Assembly suggested that it is necessary to regulate in a way that is easy to do and implement, minimizing administrative costs for people and businesses.
Taking note of the recommendations of the People's Committee of Phu Tho province, the Vice Chairman of the National Assembly requested the Standing Committee of the National Defense and Security Committee to fully synthesize the research, reception, and revision of the draft Law in order to have more information to provide to the National Assembly Deputies when considering and approving this draft Law at the upcoming Eighth Session.
