Due to the impact of floods in recent years, many landslides have occurred on the right dike of Ma River, the left and right dikes of Lach Truong River, the left and right dikes of Len River... causing risks to the safety of life and property of the State and people in the area.
To ensure the safety of dykes, serve flood and storm prevention and control (PCLB), the project to strengthen the dyke system in Thanh Hoa province (phase 2021-2025) has been approved by the Ministry of Agriculture and Rural Development in Decision No. 3249/QD-BNN-PCTT dated August 25, 2022, the project implementation period is from 2022-2025.
The project has an investment length of about 23.5km, including the following routes: right dike of Ma River; left and right dikes of Lach Truong River; left and right dikes of Len River, located in Hau Loc, Hoang Hoa, Nga Son, Ha Trung districts and Thanh Hoa City, Sam Son City. The project's goal is to upgrade the dike, handle weak points of the dike on the dike routes, complete the cross-section design according to the planning to meet immediate requirements as well as gradually enhance the flood and storm resistance of the dike system, gradually eliminate key weak points of the dike, ensure the requirements of flood and storm resistance combined with traffic, contributing to socio-economic development.
The investor is the Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board, which has signed a contract with the contractor to implement construction packages in December 2023 and January 2024.
In general, at the site of the dike routes, contractors have been organizing the synchronous construction of the works, including filling the dike cross-section, breakwaters, gabions to protect the dike toe, grading crushed stone and concrete dike surface... about 19.5km/23.5km. The total volume of work performed is estimated at over 55% compared to the plan. During the construction of the project, the investor has increased the number of officers and engineers to the construction site to direct and supervise the technique and quality of each construction item. Coordinate with functional departments and contractors to resolve difficulties and problems. Mobilize people to agree, complete site clearance soon, creating favorable conditions for the construction unit to perform its tasks.
In mid-January 2025, Thanh Hoa Newspaper reporters surveyed the construction site of the Thanh Hoa Province Dike System Improvement Project on the right dike section of the Ma River in Thanh Hoa City and Sam Son City, constructed by Thanh Hoa Agricultural Construction Joint Stock Company. Here, Mr. Do Van Hoang, the site commander, said: The unit has proactively overcome difficulties, mobilized specialized vehicles, equipment, human resources and gathered materials to the construction site, taking advantage of favorable times to organize 3 construction teams to synchronize the project's work. Currently, the unit has completed the construction of the wave-breaking wall, the stone gabion to protect the dike slope on the field side and filled the soil to complete the cross-section. The unit is organizing the construction of the type 2 crushed stone layer, the volume reaching more than 70% of the total volume to be done.
At the left and right dikes of Lach Truong River in Hau Loc and Hoang Hoa districts, the joint venture contractor is Thanh Hoa Agricultural and Rural Development Construction Corporation - JSC and Tuan Linh Investment and Construction JSC. The contractor is filling the soil to complete the dike cross-section, wave-breaking walls, and stone gabions to protect the dike toe, the estimated volume is more than 60% of the total volume to be done.
Currently, the investor has been directing units to take advantage of favorable dry season weather to prioritize resources to expedite construction to complete the project soon. After completion, the Thanh Hoa Province Dyke System Improvement Project will ensure flood prevention, protect residential areas, develop transportation, tourism and environmental landscape, contributing to the socio-economic development of the project area.
