In his speech, the Standing Vice Chairman of the National Assembly acknowledged, commended and highly appreciated the efforts, attempts and results that the Council of Ethnic Minorities achieved in 2023.

Emphasizing that in 2024, the country's situation still faces many difficulties and challenges, the Standing Vice Chairman of the National Assembly requested the Ethnic Council to continue to closely follow the Action Program to implement the Resolution of the 13th National Party Congress issued by the National Assembly Party Delegation; thoroughly grasp the basic contents of the Resolutions of the Politburo, especially Resolution 11-NQ/TW on the direction of socio-economic development, ensuring national defense and security in the midland and mountainous regions of the North until 2030, with a vision to 2045; Resolution 23-NQ/TW on the direction of socio-economic development, ensuring national defense and security in the Central Highlands until 2030, with a vision to 2045.

The Standing Vice Chairman of the National Assembly hopes that each member of the Council will learn and grasp the situation and results of the implementation of the socio-economic development tasks in ethnic minority and mountainous areas in 2023; continue to build a 2024 action program that is close to reality, ensures quality, efficiency, and has a focus and key points to direct and coordinate effective actions. The Ethnic Council will continue to make efforts to fulfill its role as the agency in charge of proposing and drafting the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils; at the same time, review and implement tasks that have not been implemented according to plan.

The Standing Vice Chairman of the National Assembly noted that the Ethnic Council should urgently study and coordinate the development of a draft Resolution regulating the list of components and names of Vietnamese ethnic groups; continue to grasp the innovations of the National Assembly, the National Assembly Standing Committee; of the Committees, the National Assembly Office, and the Committees under the National Assembly Standing Committee to coordinate effective implementation...

In 2023, the Ethnic Council achieved many outstanding results in various fields. In particular, the Ethnic Council chaired the proposal and drafted the Law on amending and supplementing a number of articles of the Law on Supervision Activities of the National Assembly and People's Councils; completed one of the two topics of the National Assembly's supreme supervision in 2023, achieving many practical results; promptly reported to the National Assembly leaders and the National Assembly Standing Committee on the socio-economic situation, a number of emerging issues in ethnic minority and mountainous areas, and the thoughts and aspirations of the people.

The Ethnic Council also has many activities to care for the lives of ethnic minorities and mountainous areas. The Standing Committee of the Ethnic Council sends representatives to participate in the activities of the Supreme Supervisory Delegation of the National Assembly and the Supervisory Delegation of the National Assembly Standing Committee; participates in the development of reports on supervision results and works in a number of localities.
