Due to the influence of weak cold air, combined with high-altitude westerly winds, from 7:00 p.m. on May 2 to 1:00 p.m. on May 3, there was rain in the province, some places had very heavy rain and thunderstorms, causing damage to agricultural production in the province. In light of the above situation, on May 3, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 08/CD-UBND to provincial departments, branches, People's Committees of districts, towns, cities and related units on urgently overcoming the consequences of storms and heavy rains on agricultural production in the province.
Specifically, the Chairman of the Provincial People's Committee requested:
1. For areas of fallen or broken rice: Mobilize maximum means and human resources to organize and bundle rice into clumps, drain water on the field surface to prevent rice flowers from being flooded, and organize a quick harvest when the rice is about 80% ripe or more.
2. For corn plants about to be harvested: Conduct specific inspections. If they fall or break, harvest them immediately and contact livestock facilities to purchase them for farmers. If they are not broken, prop them up lightly so that the corn stalks do not lie on the ground (do not stand upright).
3. For vegetables and other raw materials: Drain water if flooded, re-hoe the base and combine with hoeing, after the plant recovers, take care of it normally.
4. Carefully check irrigation works, drainage systems, and irrigation canals; promptly repair, dredge, and clear water flows to proactively drain water if heavy rain occurs.
5. Localities review, inspect, count and report to the Chairman of the Provincial People's Committee the exact area of damaged crops and the extent of damage.
6. The Provincial Radio and Television Station and Thanh Hoa Newspaper urgently organize broadcasting and radio broadcasts to inform and propagate measures to overcome the consequences of thunderstorms for the people to know and implement.
7. Thanh Hoa Hydrometeorological Station continues to closely monitor weather and natural disaster developments, forecast and provide accurate, timely and detailed information to serve effective prevention and response work.
The Chairman of the Provincial People's Committee assigns the Department of Agriculture and Rural Development to be the agency in charge, organizing implementation, guiding, urging, inspecting; synthesizing, reporting to the Chairman of the Provincial People's Committee and the Ministry of Agriculture and Rural Development according to regulations.
