Careful, open, transparent
Implementing the Central Government's policy on administrative unit arrangement, Ninh Binh province has focused on thoroughly grasping and strictly implementing the resolutions and conclusions of the Politburo, the National Assembly Standing Committee and the Government. In particular, the consistent guiding viewpoint is: The arrangement of administrative units at district and commune levels must ensure comprehensiveness, synchronization and compliance with regulations; pay attention to and carefully consider specific factors, especially unique values of culture, natural conditions and territorial morphology. The implementation method is methodical, cautious but scientific, focused, drastic, democratic and public, ensuring the goal of arranging administrative units to develop Ninh Binh province into a province with comprehensive, rapid and sustainable development; develop urban and rural areas in a civilized and modern direction with the characteristics of a Millennium Heritage City, a creative city, improving people's lives.
Closely following the resolutions and conclusions of the Politburo, the National Assembly Standing Committee and the Government and the actual situation of the locality, the Provincial Party Committee organized democratic and thorough discussions and issued Resolution No. 16 on the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2030. In which, Ninh Binh province strives to complete the arrangement of administrative units at district and commune levels according to regulations by 2025, the whole province has 11 urban areas, the urbanization rate strives to reach 45%. By 2030, the whole province has 17 urban areas (7 central urban areas, 2 functional urban areas, 8 other urban areas), striving for the urbanization rate to reach over 50%.
Based on the practical situation, the Provincial People's Committee has also developed a Master Plan on the arrangement of district and commune-level administrative units in Ninh Binh province for the period of 2023-2025 and submitted it to competent authorities. According to the plan, in the period of 2023-2025, Ninh Binh province will carry out the arrangement of 2 district-level administrative units (merging the entire natural area and population size of Hoa Lu district and Ninh Binh city to establish Hoa Lu city) and 32 commune-level administrative units. After implementing the arrangement of district and commune-level administrative units for the period of 2023-2025, Ninh Binh province will have 7 district-level administrative units (reduced by 1 unit) and 125 commune-level administrative units (reduced by 18 units).
The highlight of this process is the establishment of Hoa Lu city and the arrangement of administrative units at the commune level. This is the largest-scale and nature of administrative unit arrangement ever, with 7/8 district-level administrative units (accounting for 87.5%) having to arrange administrative units at the commune level; 32/143 commune-level administrative units having to be arranged, accounting for nearly 1/3 of the total number of commune-level administrative units in the province. The number of redundant commune-level cadres and civil servants accounts for nearly 15% of the total number of commune-level cadres and civil servants in the province.
To successfully reorganize administrative units in the province, the Provincial Party Committee Standing Committee established a Steering Committee for implementation; the Provincial People's Committee also established a Working Group headed by the Chairman of the Provincial People's Committee to orient and direct the implementation synchronously and consistently right from the beginning. In organizing the implementation, the province requires simultaneous implementation at the district and commune levels and comprehensive research based on the direct and regular leadership and direction of the Steering Committee and the Working Group; the coordination, active and timely participation of departments, branches, and provincial agencies to work with the district and commune levels to implement synchronously and effectively.
On the basis of the province's resolutions and plans, all levels and sectors in the province have paid special attention to ideological work, propaganda work, thorough dissemination, creating synchronous awareness and consensus among cadres, party members and people of all walks of life; especially cadres, party members and people in communes and districts subject to the arrangement and adjacent communes and districts related to the arrangement of administrative units. District and commune authorities have also proactively posted timely and complete information related to the arrangement of administrative units at the district and commune levels on the district and commune electronic information portals/pages; posted information on the arrangement of administrative units at the district and commune levels at the headquarters of the Party Committee, People's Council, People's Committee at the commune level and at the Cultural House, community activity points of villages (hamlets), residential groups, etc.
At the same time as the process of developing the plan for the arrangement of administrative units, the province has focused on leading and directing the implementation of a comprehensive study of tasks and solutions related to the arrangement of administrative units such as: Adjusting and supplementing the provincial planning, urban planning, and rural planning in a synchronous manner, consistent with the arrangement plan and overall planning of administrative units. The plans for the arrangement and restructuring of cadres, civil servants, public employees, and workers and the handling of redundant headquarters and public assets have also been focused on by localities. In particular, the province has also issued support policies for redundant cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level; commune-level cadres, civil servants, and non-professional workers at the commune level, in villages, and residential groups who are redundant due to the arrangement of administrative units.
Ensure roadmap, create high consensus
According to comrade Dinh Cong Toan, Director of the Department of Home Affairs: The process of organizing the preparation of the Project on the arrangement of district-level and commune-level administrative units in the period of 2023-2025 of Ninh Binh province in general and the establishment of Hoa Lu city, at the same time arranging commune-level administrative units, establishing wards under Hoa Lu city in particular, ensures objectivity, democracy, publicity and transparency; the order and procedures are in accordance with the provisions of law; the determination of the names of administrative units formed after the arrangement, the selection of office locations, specific regimes and policies... when implementing the arrangement plan has been widely disseminated and deployed by localities and units to cadres, party members and people of all walks of life. Providing complete, accurate and timely information about the arrangement process has helped people better understand the purpose, meaning and benefits that the arrangement brings. In addition, with proactive and positive participation, the authorities have proactively resolved people's questions and recommendations, creating trust and peace of mind. Therefore, the plan to arrange administrative units has received high support and consensus from voters in the area.
Comrade Pham Thi Nga, Vice Chairman of Khanh Tien Commune People's Committee (Yen Khanh) said: According to the plan to arrange commune-level administrative units, in the period of 2023-2025, the entire natural area and population of Khanh Tien commune will be merged into Khanh Thien commune, taking the new administrative unit name of Khanh Thien commune. In the past time, in addition to focusing on leading and directing socio-economic development, the Party Committee and People's Committee of Khanh Tien commune have directed the promotion of propaganda work on the purpose, significance and necessity of the commune merger; grasping the thoughts and aspirations of cadres and civil servants; proactively reviewing and evaluating the quantity and quality of commune cadres and civil servants, on that basis actively advising competent authorities on the plan to arrange cadres after the arrangement. Therefore, the arrangement plan has received high consensus from cadres, party members, voters and people of Khanh Tien commune. 100% of the People's Council delegates also voted to approve the policy of arranging administrative units at the commune level in accordance with regulations.
Agreeing with the policy of establishing Hoa Lu city, Ms. Dinh Thi Thanh in Nam Binh ward (Ninh Binh city) shared: Through propaganda, I realize that the arrangement of administrative units at district and commune levels in Ninh Binh province, the period of 2023-2025 in general and the establishment of Hoa Lu city, at the same time arranging administrative units at commune level, establishing wards under Hoa Lu city in particular is really necessary to expand space and room for localities after the arrangement. Regarding the name of Hoa Lu city, I also realize that this is a very meaningful name, bearing the typical color of Ninh Binh people with pride in the ancient capital of Hoa Lu. Besides, I also expect the arrangement to bring about, such as reducing administrative procedures, improving the quality of public services, creating favorable conditions for socio-economic development.
According to the plan, the arrangement of administrative units at district and commune levels in the period of 2023-2025 must be completed in 2024 so that localities can prepare to organize party congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress, in which the grassroots level will implement in the first quarter of 2025. To complete the arrangement of administrative units in the area, there will still be a lot of work to do, but the consensus of each citizen in implementing the policy of arranging administrative units is a favorable start for the implementation of the next steps to ensure compliance with regulations, progress, science and efficiency, creating a premise for Ninh Binh province to develop strongly, meeting the development expectations of the people.
