Conditional exploitation of 30 km of North-South expressway, Dien Chau - Bai Vot
The project enterprise will decide and take full responsibility for putting the main North-South expressway route, the eastern section of Dien Chau - National Highway 46B intersection into operation.

This is one of the contents in the official dispatch recently sent by the Ministry of Transport to Phuc Thanh Hung Investment Joint Stock Company (Project Enterprise) and Project Management Board 6 regarding putting the main expressway section from Dien Chau to the National Highway 46B intersection of the Dien Chau - Bai Vot section investment and construction component project into conditional operation.
Accordingly, based on the opinions of the State Inspection Council on the acceptance of construction works and the report of the project enterprise, the Ministry of Transport requests the project enterprise (investor) to consider, decide for itself, and take full responsibility for putting the main expressway section of Dien Chau - National Highway 46B intersection of the Project into operation on the basis of ensuring the function and operational safety of the project according to current regulations.
The project enterprise is responsible for coordinating with the local authorities where the Project passes through and relevant agencies and units, organizing the management and exploitation of the project in compliance with the Traffic Organization Plan for temporary exploitation approved by the Vietnam Road Administration. At the same time, urgently and focusedly direct contractors and relevant units to implement the work contents according to the requirements of the State Inspection Council on construction acceptance work and the opinions of the Department of Construction Investment Management (Ministry of Transport).
Project Management Board 6 continues to exercise the rights and obligations of the competent State agency as stipulated in the BOT contract and other relevant regulations, urge and direct the Project Enterprise to promptly complete the auxiliary works of the route (protective fence; service road; operator house...) and complete the construction of the route from National Highway 46B to the intersection of National Highway 8A to complete the entire Project, meeting the progress required by the Prime Minister .
The Dien Chau - Bai Vot component project is invested under the PPP method with a total length of 49.3km. In the final design phase, it is a highway with a design speed of 100-120km/h, and the Than Vu tunnel has a design speed of 80km/h. In the investment phase, it has a scale of 4 lanes and a roadbed width of 17m.
The total investment of the entire project is 11,157.82 billion VND, of which the investor's capital is about 5,090.08 billion VND; the state capital participating in the project is about 6,067.73 billion VND. The selected investor is the consortium of Hoa Hiep Company Limited - CIENCO4 Group Joint Stock Company - Nui Hong Investment Company Limited - Truong Son Construction Corporation - VINA2 Investment and Construction Joint Stock Company; the project enterprise is Phuc Thanh Hung Investment Joint Stock Company.
The section of the Dien Chau - Bai Vot Component Project is about 30km long (from the National Highway 7 intersection to the National Highway 46B intersection), passing through the districts of Dien Chau, Nghi Loc, and Hung Nguyen of Nghe An province.
The route has 2 interconnecting intersections including: N5 intersection at Km445+891.12 and National Highway 46B intersection at Km458+680; the starting point at Km430+00, in Dien Cat commune, Dien Chau district, connecting with the end point of Nghi Son - Dien Chau Component Project; the exit point at QL46B intersection (Km458+680), in Hung Tay commune, Hung Nguyen district, Nghe An province.
The project started in May 2021 and has basically completed the main route from the first section to the National Highway 46B intersection with a length of about 30km; the remaining section will be completed in June 2024.
