Exploiting the topic of disciplining party members who violate the law from the perspective of local press agencies

The work "Handling erring cadres and party members in Yen Bai , seen from Luc Yen district: Hot above, hotter below" by the group of authors Huong Giang, Diem Hang, Tran Thi Thanh Huong - Yen Bai Radio and Television Station (PTTH) was honored to receive the B prize of the 17th National Press Award - 2022 in the category of News, reflection articles, interviews, comments, monographs, talks, general radio topics (Radio).

The topic of Party building in general and the fight against corruption and waste in particular is always a difficult topic for local reporters. However, overcoming these difficulties, the group of reporters and editors of Yen Bai Radio and Television Station has created an attractive, authentic, vivid radio work with a clear message. To better understand the production process of this work, the Journalists and Public Opinion newspaper had a conversation with journalist Huong Giang - Deputy Head of the Editorial Department - Yen Bai Radio and Television Station (representing the group of authors).

The audience must be a participant in the story of the program.

+ The topic of handling Party members who violate the law is always difficult for every reporter and journalist, this is even more true for local stations! What idea did you and your team come up with to implement this topic? What difficulties did you encounter during the implementation process?

- Up to now, the topic of Party building in general and the fight against corruption and waste in particular has always been a difficult topic for local reporters, including Yen Bai Radio and Television Station. However, it does not mean that it is difficult and we do not do it, but the problem is that we have to choose from different approaches. While the fight against corruption and waste is receiving special attention from our Party and State, especially the leader, General Secretary Nguyen Phu Trong, has given very strong directions that have created a clear change from the Central to the local level.

Implementing the direction of the Central Committee, Yen Bai province has also resolutely handled the officials and party members who have committed violations to further strengthen the people's trust in the Party. Along with that, implementing the direction of the province as well as the Steering Committee for anti-corruption and negativity of Yen Bai province on promoting propaganda work to prevent corruption and negativity, the work of detecting and handling violations among officials and party members, Yen Bai Radio and Television Station has directed to strengthen propaganda in this field.

Based on that request, the program implementation team started to build a script to make a radio program specializing in Party building with the theme "Handling violating cadres and party members in Yen Bai, seen from Luc Yen district: Hot above - Hot below".

During the implementation of this topic, our group also spent a lot of time going to the grassroots, going directly to the villages in the localities of Luc Yen district where cadres and party members violated the law and had to be dealt with to collect information and grasp the aspirations of the people. The difficulty in implementing this program is that this is a topic considered "sensitive", so many commune-level cadres, party members and even people do not want to provide information, they do not dare to express their opinions.

In addition, we did not have much access to information and reports on violations by cadres and party members, but mainly through grasping the situation at the grassroots level. However, the goal of the program is not to go into depth to point out the violations, but through the program we want to mention the determination from the provincial to district levels in handling violations by cadres and party members and the positive changes in the localities after these cases and violations were resolved. Therefore, the program implementation team also received consensus from the people and achieved the goals set out during the process of operation.

+ In your opinion, for a radio work, in terms of interview content, or thematic discussions, to attract listeners and listeners from beginning to end, what elements must that work have?

Radio works in general, and thematic radio genres in particular, to attract listeners, I think that in addition to having good topics, being topical, ensuring radio characteristics and exploiting the advantages of this type, the most important factor is to create curiosity and appeal to listeners. Each radio work must be a story. That story must be authentic, vivid and carry a clear message.

The message of the program is like a “thread” that runs from the beginning to the end of the program. However, whether the story is attractive or not, whether the message attracts and convinces the audience to follow the program from beginning to end or not requires the script to be new and attractive, to create “knots” and untie those “knots” with solutions. And in today’s modern radio trend, in addition to the above factors, I think that for a radio program to be attractive, there needs to be interaction between the audience and the program on digital platforms. The audience must be a participant in the story of the program.

For the radio program of Yen Bai Radio and Television Station, we chose the topic of handling party members who violate the law, which is a really difficult topic in the field of Party building. Therefore, in order to "keep" listeners listening to the entire program with such a "dry" topic, we spent a lot of time researching and learning modern radio program making methods from our colleagues, especially VOV programs.

In particular, we were fortunate to receive close attention and direction from the leaders of Yen Bai Radio and Television Station, especially the dedicated guidance of Director, Journalist Nguyen Thanh Thuy - a person with a lot of experience in the field of radio broadcasting in terms of expertise, right from the stage of script building to the staging and production process. In addition, the guest participating in the program was Mr. Nguyen Duc Ha - Former Head of the Department of Party Bases - Central Organizing Committee, who is very knowledgeable and has very profound analysis in the field of Party building, so it can be said that the program has met the requirements we set out.

Resolutely handle violating cadres and party members right from the grassroots level

+ Through this work, what message does the group of authors want to convey, especially the desire to contribute to the current Party building work, journalist?

- Accompanying the fight against corruption and negativity, Yen Bai Radio and Television Station always plays an active role in information and propaganda work, creating a combined strength with the political system, promptly fighting and preventing corruption. Through the radio program "Handling officials and party members who violate the law in Yen Bai, seen from Luc Yen district: Hot above - Hot below", the program's implementation team wants to send a message about the determination of the Yen Bai Provincial Party Committee as well as Party committees and authorities at all levels in the fight against negativity and corruption.

Yen Bai's concretization of the General Secretary's direction on preventing corruption and waste through resolutely handling violating cadres and party members right from the grassroots level not only helps build an increasingly clean and strong Party organization but also strengthens people's trust in the Party. After broadcasting, the program created a positive effect and was highly appreciated by listeners.

Party officials and members in localities have drawn lessons to better perform their duties and responsibilities, strictly implementing the Party's guidelines and policies and the State's laws. More importantly, the messages conveyed through the program have multiplied people's trust in the Party, in the Party's fight against corruption and negativity, and encouraged people to compete in labor production and join hands to build their homeland.
