MEASURING THE PERCEPTION OF THE BUSINESS COMMUNITY
In July 2021, the People's Committee of Nghe An province approved the project to assess the competitiveness of local authorities and departments, branches and sectors of Nghe An province, period 2021 - 2025. On September 29, 2022, the People's Committee of the province issued Plan No. 665 on "Developing a set of indexes and surveying and assessing the competitiveness of departments, branches and localities (DDCI) of Nghe An province in 2022".

The Provincial Investment, Trade and Tourism Promotion Center is the unit assigned by the Provincial People's Committee to preside over the implementation of the DDCI of Nghe An province in 2022. The independent consulting unit is the Economic Management Consulting Company, Economica Vietnam, responsible for developing the index set, conducting the survey, developing the survey data analysis report and ranking the DDCI.
DDCI Nghe An measures the business community's perception of the economic management and public administration capacity of departments, branches, sectors and localities through a system of indicators and targets, thereby identifying issues and measures to improve the province's business investment environment, in order to promote the development of enterprises and economic establishments.

The DDCI index of departments, agencies and branches consists of 8 component indexes: Market entry, licensing activities and administrative procedures; Transparency and application of information technology; Cost of time for administrative procedures and compliance with legal regulations; Informal costs; Fair competition; Dynamism and pioneering of departments, agencies and branches; Support for production and business; Institutional effectiveness.
DDCI of departments, agencies and branches is divided into 2 groups: Group A includes 12 units whose main service objects are enterprises, cooperatives, and business households and the number of administrative procedures/level of interaction with these objects is large and significant. Group B includes 11 units whose main service objects are not enterprises, cooperatives, and business households and the number of administrative procedures/level of interaction with these objects is at a lower level.

According to the DDCI results, in group A, the Department of Agriculture and Rural Development leads the rankings with 79.34 points; the Department of Labor, War Invalids and Social Affairs ranks second with 79.03 points; the Southeast Economic Zone Management Board ranks third with 77.89 points and the Tax Department ranks last with 75.01 points.
In group B, the Department of Information and Communications leads the rankings with 81.76 points; the Department of Justice ranks second with 81.46 points; the Department of Culture and Sports ranks third with 81.10 points; and the Department of Science and Technology ranks last with 76.48 points.

At the local level, the DDCI Index consists of 9 component indices: Market entry, licensing activities and administrative procedures; Transparency and application of information technology; Cost of time for administrative procedures and compliance with legal regulations; Informal costs; Fair competition; Dynamism and pioneering; Support for production and business; Institutional effectiveness and security and order; Access to land.
As a result, Nghi Loc district leads the rankings with 85.43 points; Hoang Mai town ranks second with 83.46 points; Tuong Duong district ranks third with 81.26 points. The bottom 3 positions are Quy Hop district with 70.14 points; Quy Chau district with 68.67 points; Hung Nguyen district with 67.64 points.
INVESTMENT AND BUSINESS ENVIRONMENT IS IMPROVING EVERYDAY
The report of the independent consulting unit clearly shows that the average DDCI score of departments, agencies and branches in 2022 is 78.34 points/100 point scale, which is considered quite good. This score shows that the province's business investment environment has improved in recent years but has not yet met the expectations of production and business establishments.

The local DDCI shows that business households are satisfied with the level of attention that local authorities pay to business needs in the province, with 92.61% of respondents expressing significant or moderate satisfaction. Only more than 7.39% of business households assessed the quality of economic management and administration of local authorities in Nghe An province as generally not improving or worsening.
Most of the business households participating in the survey agreed that the local government has paid attention to sustainable and inclusive development issues such as society, ecological environment, climate change, natural disasters, epidemics, etc. This positive response is a testament to the commitment of local authorities in promoting a friendly business environment that has been recognized.

DDCI Nghe An 2022 addresses issues of environment, ecology, climate change, natural disasters, epidemics in the survey; social issues, sustainable development; development issues in the era of industry 4.0, digital transformation... DDCI Nghe An index set is based on the results of analyzing the strengths and limitations in the PCI component indexes of Nghe An province to build appropriate indicators.
According to the independent consulting unit, DDCI does not reflect all aspects of the level and results of completing tasks of a department, branch, industry or locality, but only from the perspective of public administration and management related to enterprises, business households and contributions to the business environment of the province. Administrative reform or the pioneering spirit of leadership are just aspects in the assessment content besides transparency, informal costs, law enforcement effectiveness, etc.
The 2022 DDCI Nghe An results are based on the synthesis of opinions from 2,123 enterprises, cooperatives, and business households in two forms of direct and online investigation and survey; of which 855 votes were for the department, agency, and sector and 1,268 votes were for the local sector.
For departments, agencies and branches, the DDCI survey sample is selected on the principle of ensuring coverage of the functional areas of state management, economic management and public services of the department, agency and branch. For localities, the DDCI sampling method takes into account geographical differences, socio-economic situations and characteristics of localities.
Through the DDCI results in 2022, departments, branches, and People's Committees of districts, towns, and cities will make appropriate assessments and adjustments to improve the investment and business environment. The ultimate goal is to bring benefits to businesses, cooperatives, business households, and investors, create a more open and transparent investment and business environment, increase trust in the government system, and increase the economic development momentum of Nghe An province.
