Opening of the Conference to disseminate and implement Resolution No. 39 of the Politburo on the construction and development of Nghe An province

Attending the event were comrades of the Party Central Committee: Lieutenant General Le Tan Toi - Chairman of the National Defense and Security Committee of the National Assembly; Nguyen Chi Dung - Minister of Planning and Investment; Nguyen Van Hung - Minister of Culture, Sports and Tourism; Hoang Dang Quang - Deputy Head of the Central Organizing Committee; Lieutenant General Nguyen Doan Anh - Member of the Central Military Commission, Deputy Chief of the General Staff of the Vietnam People's Army; Do Trong Hung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Thanh Hoa province; Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of the province, Head of the National Assembly Delegation of Ha Tinh province and comrade Nguyen Long Hai - Alternate member of the Party Central Committee, Secretary of the Party Committee of the Central Enterprises Bloc. Also attending were comrades representing the leaders of the Central Party Committees, the Central Party Office, ministries, branches, central agencies; leaders of Military Region IV; leaders of provinces and cities in the North Central and Central Coast regions.

On the side of Nghe An provincial leaders, there were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee, the Provincial Party Executive Committee, key leaders of provincial departments, branches and sectors and districts, cities and towns.

Along with 700 delegates at the main bridge, the conference was connected online to 655 bridges; of which, there were 30 bridges at the district level, directly under the Party Committee and 625 bridges at the commune level, directly under the Party Committee at the grassroots level in the whole province. The total number of cadres, civil servants, public employees, workers and people expected to participate is about 42,000 people/655 bridges.

Based on the summary of 10 years of implementing Resolution 26 - NQ/TW on the direction and tasks for Nghe An province's development until 2020, for Nghe An to develop rapidly, sustainably, comprehensively, and soon become a well-off province of the country, the Politburo issued Resolution No. 39 - NQ/TW dated July 18, 2023 on building and developing Nghe An province until 2030, with a vision to 2045.

This is a document of great significance, demonstrating the special attention of the Party and State to the homeland of beloved Uncle Ho, creating conditions for Nghe An province to develop commensurate with its position and role in the North Central region, in accordance with the wishes and expectations of the Central Government and the people of the whole country.

The Central Party Secretariat organized the conference to disseminate and implement the contents of Resolution No. 39-NQ/TW to Party committees, Party organizations, agencies, organizations, cadres, Party members, civil servants, public employees, union members, association members and people of Nghe An province; relevant departments, ministries and branches at the Central level and provinces and cities in the North Central and Central coastal regions; thereby, raising awareness, responsibility, political determination, self-awareness and exemplary spirit for effective implementation; at the same time, building action programs to implement in accordance with the practical situation at agencies, localities and units.

The conference listened to Comrade Tran Tuan Anh - Politburo member, Head of the Central Economic Commission present the main contents of Resolution No. 39-NQ/TW.

Head of the Central Economic Commission Tran Tuan Anh emphasized: The issuance of Resolution No. 39-NQ/TW of the Politburo once again affirms the attention of the Party and State to Nghe An province and meets the expectations, wishes and aspirations of the Party Committee, government and people of the province in the new development context.

“This is a very important political basis for continuing research in the process of institutionalization, promulgating new mechanisms and policies to allow for the best and most effective exploitation of Nghe An's potential advantages to ensure rapid and sustainable development in the coming time,” the Head of the Central Economic Commission emphasized.

Accordingly, Resolution No. 39-NQ/TW of the Politburo sets the target that by 2030, Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; a center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture. Vision to 2045, Nghe An will be a fast, sustainable, comprehensive, civilized and modern province, imbued with the cultural identity of Vietnam and Nghe An; one of the driving forces for development in the North Central region.

To successfully implement the goals set out in Resolution No. 39-NQ/TW, the Politburo pointed out: Building and developing Nghe An province commensurate with its position, role, importance, and worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, government, and people of Nghe An province and the whole country; at the same time, it proposed 9 main groups of tasks and solutions including:

Unify awareness, renew thinking, arouse the desire for comprehensive, faster and stronger development; promote traditions and culture imbued with Nghe An identity to become the driving force and endogenous resources for development. At the same time, build and implement well the work of planning and planning management; strengthen development linkages.

The Politburo also requested to promote economic restructuring associated with growth model innovation towards mainly relying on science and technology, innovation, creativity and digital transformation; develop green economy, circular economy; develop Nghe An into the center of the North Central region in trade, logistics, industry and high-tech agriculture.

Focus on developing urban networks, especially central cities; promote investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.

Focus on developing Nghe An into the center of the North Central region in education and training; science and technology, health; developing high-quality human resources; implementing well social security policies, ethnic affairs, and religion. Creating breakthroughs in administrative reform, improving the investment and business environment; promoting investment attraction and improving the efficiency of resource use for development.

Strengthening the management and effective use of resources; protecting the environment; improving the ability to respond and adapt to natural disasters and climate change. Ensuring national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improving the effectiveness of foreign affairs activities. Strengthening the building and rectification of the Party and the political system; improving the effectiveness and efficiency of management at all levels of government; consolidating the great national unity bloc.
