In his opening speech at the Congress, comrade Dinh Hong Thai, member of the Provincial Party Committee and Chairman of the Provincial Farmers' Association emphasized: The 7th Provincial Farmers' Association Congress has the task of summarizing and evaluating the achieved results, pointing out shortcomings in the work of the Association and the farmers' movement in Ninh Binh province over the past 5 years, drawing lessons; discussing and deciding on the directions, goals and tasks for the next term.
Discuss and contribute opinions to the draft political report to be submitted to the 8th National Congress of the Vietnam Farmers' Union and the draft amendment to the Charter of the Vietnam Farmers' Union. The Congress elected the Executive Committee (EC) of the Provincial Farmers' Union for the 7th term and elected the Delegation to attend the 8th National Congress of the Vietnam Farmers' Union for the 2023-2028 term.
The Chairman of the Provincial Farmers' Association said: Looking forward to the Congress, for many months now, cadres and farmer members in the province have been enthusiastically competing to achieve results to welcome the Congress. There are many new production models with high economic efficiency, many typical agricultural products meeting OCOP standards, many projects and tasks in economic and social development, building new rural areas, and building civilized urban areas at all Association bases. Along with that, the province has issued many policies to support the development of agriculture, farmers, and rural areas, thereby creating an exciting, secure, and confident atmosphere for cadres and farmer members before the Congress.
The 7th Provincial Farmers' Association Congress took place at a time when the whole country has been implementing resolutions and decrees on agriculture, farmers and rural areas; Ninh Binh entered the second year of self-balancing the budget and taking steps to recover economic development after the COVID-19 pandemic. However, in the coming years, agriculture and rural areas will face many difficulties and challenges: climate change is increasingly complex, agriculture is under competitive pressure, food safety has not met requirements; the skill level and quality of rural labor resources are still limited, the situation of workers having reduced jobs and unemployment in industrial parks and clusters in the country affects the development of agriculture, farmers and rural areas...
The above situation requires the Farmers' Association at all levels to rise to the task, continue to innovate methods of mobilizing farmers; meet new requirements of reality on improving living standards, raising political awareness, production and business skills and sense of responsibility of cadres, members and farmers; clearly demonstrate the role of the subject in developing ecological agriculture, modern countryside, civilized and wealthy farmers; participate in building the Party, government, and building a clean and strong political system.
After the opening speech, the Congress listened to the Summary Report on the Association's work and the farmers' movement for the 2018-2023 term, and the directions and tasks for the 2023-2028 term.
[9:00 a.m.] The political report presented to the Congress by comrade Nguyen Minh Loc, Permanent Vice President of the Provincial Farmers' Association, term VI, affirmed: During the past term, the Association's work and the farmers' movement continued to develop and innovate strongly in both content and methods of operation, promoting the core role, creative solidarity, cadres, members, and farmers effectively participating in implementing political tasks, performing well the representative function of caring for the legitimate and legal rights and interests of members and farmers. Results during the term, 12/12 targets set by the 6th Congress were completed and exceeded, some targets were greatly exceeded.
Notably, the work of building the Association's organization has been rearranged towards streamlining, compactness, and effective operation; the quality of activities of Branches, Association Groups, and members has been increasingly improved. 100% of the Association's bases are classified as strong (an increase of 0.4% compared to 2018); 8/8 District and City Farmers' Associations are annually classified as completing their tasks well or better. During the term, over 16,000 members were admitted, bringing the total number of members in the province to 134,095, reaching a gathering rate of 81%.
The emulation movement launched by the Association continues to develop in both breadth and depth, improving in quality. Practical, effective and timely support activities for farmers have helped farmers access and integrate into the new situation. In the past 5 years (2018-2023), the Association at all levels has built 317 sustainable poverty reduction models. Along with that, the Association at all levels has mobilized members to help each other with nearly 27,000 working days, support seeds, seedlings, agricultural materials... with a total value of nearly 3 billion VND. At the same time, support farmers to access preferential capital sources... thereby helping 3,579 farming households escape poverty, contributing to reducing the poverty rate of the province by the end of 2022 to 2.36%. The position and prestige of the Association are increasingly affirmed in the political system and social life in rural areas.
With the above results, during the term, the Provincial Farmers' Association was awarded the Second Class Independence Medal by the President; the Emulation Flag by the Prime Minister; the Excellent Unit Flag by the Central Association and the Provincial People's Committee many times; many individuals and collectives were also honored to receive Certificates of Merit from the Prime Minister, the Central Association and the Provincial People's Committee.
Frankly pointing out the limitations, causes and lessons learned in the past term; based on forecasting the new situation, the Congress determined specific directions, goals and targets for the new term.
In which, the general direction is: Continue to improve the quality of activities of the Association at all levels, gather and unite a large number of members and farmers, build a strong Farmers' Association in all aspects, be the center and core in the farmers' movement, build advanced new rural areas, model new rural areas, build civilized urban areas; expand and improve the quality of service activities, consulting, vocational training, support farmers in economic development. Effectively implement the role of farmers as the main subject in developing ecological agriculture, modern rural areas, civilized farmers, contributing to building Ninh Binh province to become a fairly good province in the Red River Delta region.
At the Congress, delegates promoted their intelligence, actively participated in discussions on the contents of the documents, objectively and comprehensively assessed the achieved results, and shared creative approaches, experiences, and proposed solutions to effectively carry out the key tasks of the Association and the farmers' movement in the coming period.
