On the morning of January 18, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong chaired a press conference to announce the results of the 5th extraordinary session of the 15th National Assembly.

Passed 2 important laws and 2 resolutions

Speaking at the press conference, Mr. Bui Van Cuong said that in order to meet urgent practical requirements, based on the provisions of the Constitution and the law, the National Assembly Standing Committee decided to convene the 5th Extraordinary Session of the 15th National Assembly to consider and decide on important contents.

After 2.5 working days, the 5th Extraordinary Session completed the entire proposed program.

At the Session, the National Assembly upheld the spirit of responsibility, promoted democracy and intelligence, frankly discussed, carefully considered and voted to pass the following contents: Land Law (amended); Law on Credit Institutions (amended); Resolution on a number of specific mechanisms and policies to implement national target programs; Resolution on the use of general reserves and central budget reserves of the Medium-term Public Investment Plan for the period 2021-2025 for ministries, central agencies, localities and Vietnam Electricity Group.

Assessing the results of the Session, Secretary General of the National Assembly Bui Van Cuong stated that the contents decided by the National Assembly at this Session are of great importance not only for the implementation of the socio-economic development plan for 2024 and the entire term, but also have fundamental, strategic, and long-term significance, demonstrating the spirit of legislation for the people.

According to the assessment of National Assembly Secretary General Bui Van Cuong, the National Assembly's approval of the Land Law (amended) consisting of 16 chapters and 260 articles has completed one of the most important legislative tasks of the 15th National Assembly term in accordance with the 2013 Constitution, the Party's policies and guidelines, directly the Resolution of the 13th National Party Congress and Resolution No. 18-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee.

The passage of the Land Law (amended) at this Session, together with the Housing Law (amended), the Real Estate Business Law (amended) at the recent 6th Session, has met the requirements for synchronously perfecting policies and laws on land management and use in accordance with the institutions for developing a socialist-oriented market economy, so that land resources are managed, exploited, and used economically, sustainably, and with the highest efficiency; meeting the requirements for promoting industrialization, modernization, fairness, and social stability; ensuring national defense and security; protecting the environment, adapting to climate change; creating momentum to turn our country into a developed country with high income.

Providing more information about the Land Law (amended) recently passed by the National Assembly, Standing Member of the National Assembly's Economic Committee Phan Duc Hieu said that when submitting the draft law, the Government also submitted a draft decree to be issued along with it. Preliminary statistics show that there are about 65 provisions that the Government will specify in detail, so the Government will issue decrees to guide the implementation of these 65 provisions.

Mr. Phan Duc Hieu suggested that the Government should soon have a plan to implement the law, including determining the drafting and early promulgation of decrees guiding the implementation, ensuring that the law soon comes into life.

“If we list in detail, there will be hundreds of new points in the Land Law (amended). Personally, I think there are 5 groups of new issues, including regulations to better protect the rights and interests of land users; regulations on land access for people and businesses; regulations to improve land use efficiency; regulations on land finance and regulations to improve the effectiveness of State management of land use,” said Mr. Phan Duc Hieu.

Ensuring the safety of the banking system and credit institutions

Regarding the Law on Credit Institutions (amended), this is a law with many in-depth contents, directly affecting financial and monetary policies and macroeconomic stability. The reception and completion of the draft law was carried out carefully and cautiously, in accordance with guidelines, policies and the 2013 Constitution.

At this session, the National Assembly discussed the draft law in the hall. Based on the opinions of the National Assembly deputies, the National Assembly Standing Committee directed the agency in charge of the review, the drafting agency and relevant agencies to study, absorb and revise the draft law to ensure prudence, thoroughness, and adherence to the requirements of restructuring, enhancing the capacity and efficiency of the credit institution system in accordance with the Party's policies and the National Assembly's resolutions.

Sharing more about the Law on Credit Institutions (amended), Ms. Pham Thi Hong Yen, Standing Member of the National Assembly's Economic Committee, said that the main content of the law focuses on regulations on early intervention, credit support and special control of credit institutions.

With a spirit of caution and thoroughness, the law sets forth these regulations with the aim of enhancing the self-responsibility of credit institutions, thereby helping credit institutions ensure capacity, system safety and development in accordance with market principles.

Regarding the Resolution on a number of specific mechanisms and policies to implement national target programs, Secretary General of the National Assembly Bui Van Cuong stated that the resolution consists of 6 articles, stipulating 8 specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of national target programs, and at the same time implement Clause 2, Article 2, Resolution No. 108/2023/QH15 dated November 29, 2023 of the National Assembly on thematic supervision of national target programs.

Meanwhile, the Resolution on the use of general reserves and central budget reserves of the Medium-term Public Investment Plan for the period 2021-2025 for ministries, central and local agencies and Vietnam Electricity Group allows the use of VND 63,725 billion of general reserves of the central budget of the Medium-term Public Investment Plan for the period 2021-2025 corresponding to the increased central budget revenue in 2022.

Of which, 33,156,987 billion VND of the central budget reserve of the medium-term public investment plan for the 2021-2025 period is allocated to ministries, central agencies and localities in detail for each sector and field to carry out tasks and projects with full investment procedures reported to the National Assembly at the 5th Extraordinary Session of the 15th National Assembly.

For the remaining capital of VND 30,568,013 billion planned to be allocated to projects reported to the National Assembly at the 5th Extraordinary Session of the 15th National Assembly but not yet completed investment procedures as prescribed, the Government directs ministries, central and local agencies to urgently complete investment procedures according to their authority, report to the National Assembly for consideration and decision on the allocation of the Medium-term Public Investment Plan to ministries, central and local agencies when the investment procedures are completed as prescribed by law. In urgent cases, between two National Assembly sessions, report to the National Assembly Standing Committee for consideration and decision on allocation and report to the National Assembly at the nearest session.

The Resolution also stipulates the use of the reserve of the medium-term public investment plan with central budget capital for the period 2021-2025 to supplement Vietnam Electricity Group to implement the project of supplying electricity from the national grid to Con Dao district, Ba Ria - Vung Tau province.
