"Bridge" between government and people in the digital age

Speaking at the conference, Deputy Minister of Information and Communications Bui Hoang Phuong said that the Party and State always take the people as the center, always promote the supervisory role as well as the critical role of the people, and always want the people to participate in monitoring the power of state agencies.

To effectively perform this role, providing clear information between authorities at all levels and the people is a top priority.

The Deputy Minister said that electronic information portals and websites of state agencies are no longer simply places to post and provide information, but are also "the presence of state agencies in digital space", a place for two-way interaction and information exchange between state agencies and people, businesses and society.

To date, electronic information portals are an extremely important "bridge" between the government and the people in the digital age.

"By publicizing information and providing data on state agencies' activities, people can better perform their role in monitoring and evaluating government decisions and activities. This contributes to improving the transparency and accountability of state agencies," Mr. Phuong said.

The Deputy Minister assessed that the way the Government Portal provides information is very diverse. Previously, it only posted information on the website, but now it also posts information on social networking platforms such as Facebook, Zalo, Viber, and YouTube.

"Through monitoring of social media news, articles from the Government Electronic Information Portal show that some news articles have reached tens of millions of viewers. This is an effective way of providing information.

"The forms of reporting are diverse, such as infographics, short and long clips... and especially if the clips are brought to people in remote, mountainous areas, they are very effective."

The Deputy Minister said that the synchronous connection between the Government's e-Portal and the e-Portals of ministries, branches and localities is an important requirement to ensure a consistent and consistent flow of information.

This synchronization not only contributes to improving the effectiveness of the Government's direction and administration but also creates conditions for people to access information and online public services quickly and effectively.

Deputy Minister Bui Hoang Phuong hopes that the electronic information page of state agencies will have a breakthrough in the coming time, becoming an effective information channel and interaction between the government and the people, contributing to building a friendly and close image of state agencies in cyberspace.

Timely policy communication to people and businesses

Speaking at the conclusion of the Conference, Minister and Head of the Government Office Tran Van Son said that the Government Portal connecting, sharing, and communicating with the Ministry and local Government Portals serves not only the direction of the Government and the Prime Minister but also the direction of ministries and localities. There are many tasks, but with two key tasks: Timely communication of policies to people and businesses; serving the direction not only of the Government and the Prime Minister but also of ministries and localities.

To fulfill these key tasks, the Minister and Head of the Government Office proposes the following specific directions:

Firstly, I would like to request that comrades report to the leaders of ministries, branches, and localities, especially the leading comrades, to pay attention; have plans to invest and upgrade the information system. This is the key issue. We upgrade the information system in ministries, branches, and localities, then connect, communicate, and share. Our goal is: Currently, we have established in 5 provinces and centrally-run cities, including Hanoi and Bac Ninh, a 1-level public administrative service center so that in the future, people in the communes only need to go to the communes to be able to resolve administrative procedures and connect with the Central, without having to go to the Central anymore. So, our e-Portal must be the same.

Regarding policy mechanisms, the Government has issued a Decree allowing the use of regular expenditure capital to invest in and upgrade information systems; including information connection and communication. Therefore, the capital problem is no longer a problem. Therefore, we must invest in and synchronously upgrade the information system to serve information integration and connection.

Second, we must invest in human resources, especially direct human resources.

Third, regarding organization, it is recommended that ministries, branches and localities unify the Electronic Information Portal under the Office. At the local level, the Electronic Information Portal is under the Office of the Provincial and Municipal People's Committee, while at the Ministry level, it is under the Ministry Office. Currently, we have a one-stop-shop unit at the Ministry Office. At the local level, some localities are located in some departments; some localities have Public Administration Service Centers. This must be implemented immediately because Decree 42 has been issued and implemented since 2022.

Fourth, today's recommendations are relatively numerous regarding difficulties and obstacles. The Government Portal is requested to summarize and categorize the recommendations; the difficulties and obstacles are under the authority of which level and request that level to consider and handle them. The Government Portal summarizes today's recommendations and reports from the Government Portal, as well as statements from some comrades representing a number of ministries, branches and localities.

Fifth, it is recommended that the Information Portals of ministries, branches and localities coordinate with the Government Information Portal to not only communicate policies in a timely manner but also handle people's suggestions and feedback in a timely manner; at the same time, coordinate with ministries and branches to perform their functions and tasks well. Decree 42 has said and in the speech of the Deputy Minister of Information and Communications Bui Hoang Phuong, each task was clearly stated with the goal of not only communicating policies but also receiving the most urgent suggestions, feedback and concerns of people and businesses to report to the Government and the Prime Minister for timely handling. In fact, this also helps the Government in its direction and administration./.
