Indonesia initiates anti-dumping investigation on homopolymer polypropylene plastic products

Indonesia initiated an anti-dumping investigation into imported homopolymer polypropylene plastic products, including products originating from Vietnam.


According to the Department of Trade Remedies, Ministry of Industry and Trade on December 5, 2024, the Department of Trade Remedies received information that the Indonesian Anti-Dumping Committee (KADI) initiated an anti-dumping investigation on some homopolymer polypropylene plastic products (HS code 3902.10.40) originating from: Saudi Arabia, Malaysia, China, Philippines, South Korea, Singapore, Thailand and Vietnam.

The plaintiff alleged that homopolymer polypropylene plastic products imported or originating from Vietnam and several other countries were dumped, causing significant injury to the domestic manufacturing industry in Indonesia.

Accordingly, the plaintiff is PT Chandra Asri Pacific Tbk. The anti-dumping investigation period is from April 2023 to March 2024. The damage investigation period is from April 2021 to March 2022; April 2022 to March 2023 and April 2023 to March 2024, the alleged dumping margin for Vietnam is 13.6%.

The Indonesian Anti-Dumping Commission (KADI) said it has sent the investigation questionnaire directly to the manufacturers/exporters named in the petition and recommended that other interested parties register to participate in the case within 14 days from the date of the notice of initiation, which is no later than 16:00, December 17, 2024 (Indonesia time).

In addition, due to the large number of manufacturers and exporters, the Indonesian Anti-Dumping Commission (KADI) also issued a quantity and value questionnaire and requested manufacturers and exporters to provide information.

To respond to the incident, the Trade Defense Department recommends that relevant associations, manufacturing and exporting enterprises: Review the situation of exporting investigated products to Indonesia: Quickly register as a related party within the above deadline, answer the investigation questionnaire of the Indonesian Anti-Dumping Commission (KADI) and send it to KADI within the prescribed time and format.

In case of full participation and cooperation with the investigating agency, the enterprise may receive a positive tax rate or not be subject to anti-dumping tax. Failure to provide information, refusal to provide information or providing incomplete information may lead to KADI using available data and information, leading to high dumping margins.
