9/26 targets of the District Party Congress Resolution were achieved and exceeded.
At the meeting, Secretary of Muong Khuong District Party Committee Giang Quoc Hung reported on the results of implementing the district's political tasks from the beginning of the 2020-2025 term to present.
With the high determination of the entire political system and consensus among the people, especially the drastic leadership and direction of the Standing Committee and the Standing Committee of the District Party Committee, after more than 3 years of implementing the Resolution of the 24th District Party Congress, Muong Khuong has achieved a number of outstanding results in various fields.
The work of building the Party and the political system has achieved many important results. On average, the district admits 200 Party members per year. The work of inspection and supervision within the Party has been focused on, directed and organized seriously, in accordance with procedures and regulations.
Mass mobilization work in the political system has been promoted and implemented. The efficiency and effectiveness of the direction and administration of governments at all levels have been improved, and attention has been paid to administrative reform and digital transformation.
The district's economic structure has shifted in the right direction, with strong changes in agriculture and rural areas. Continue to maintain and develop large-scale concentrated commodity production areas associated with product processing and consumption; focus on producing key crops and potential local crops. In 2023, the local budget revenue will reach over 85 billion VND. The district has 5/8 communes completing new rural areas.
Social policies and policies for ethnic minorities are implemented promptly and effectively. The average poverty reduction rate in the district decreases by 6.46% per year. Political security and social order and safety in the area are stable, and national border sovereignty is maintained.
Up to now, out of the total 25 targets for implementing the Resolution of the District Party Congress, 9 targets have been achieved and exceeded; 10 targets have been achieved over 70%; 5 targets have been achieved over 50%; 1 target has been achieved under 50%.
To implement the conclusions of the Standing Committee, the Provincial Party Committee Standing Committee and Muong Khuong District Party Committee have issued implementation plans. Out of a total of 82 proposals and recommendations, 17 have been completed; 56 are being implemented; and 9 have not been implemented.
Some recommendations and proposals of Muong Khuong district
At the meeting, Muong Khuong district proposed and recommended to the province a number of contents in the fields of Party building and political system, national defense - security, culture, tourism, etc.
Particularly in the field of social security, Muong Khuong district proposed that the province have specific policies to support poor households who are unable to escape poverty on their own; consider reviewing the needs and investing in supporting the elimination of temporary housing.
In the economic field, the district proposed the province to adjust the land area planned for forestry, creating land funds to develop key and potential industries according to Resolution No. 10.
In addition, the locality proposed many contents related to investment, construction, planning, and transportation in the area, such as: Proposing the province to allow Muong Khuong district to study investment in building the district administrative center; paying attention to investing in building working headquarters of communes and towns; the province should soon have a plan to invest in upgrading and expanding the remaining section of Provincial Road 154; investing in the connecting road from Nan Sin bridge (Si Ma Cai district) to Provincial Road 154, Ta Thanh commune and expanding and upgrading a number of key roads connecting regions and districts; investing in building a border gate economic zone in Muong Khuong town.
3 key task groups
At the meeting, delegates highly appreciated the solidarity, unity, proactiveness, flexibility and creativity of Muong Khuong in implementing the Resolution of the 24th District Party Congress.
Delegates said that Muong Khuong is a poor district, the advantages for socio-economic development are still limited, so the implementation of tasks is facing many difficulties. The clear evidence is that the poverty rate is still high, social issues, social security, and new rural construction still have many issues that need attention.
According to the delegates, the district needs to pay attention to training, building a team of cadres, creating a source for developing party members, increasing the rate of rural party cells with party committees. Proactively grasp the situation among the people, promptly handle issues arising from the grassroots. Pay attention to economic growth along with increasing average income in the area; narrow the gap between localities. Speed up the construction progress of basic construction works...
Speaking at the meeting, Provincial Party Secretary Dang Xuan Phong highly appreciated the efforts of Muong Khuong district and shared the difficulties the locality had to face in implementing its tasks in recent times.
The Provincial Party Secretary emphasized that, looking at the results achieved in the past time and through the opinions, analysis and evaluation of all levels and sectors, Muong Khuong district needs to fundamentally evaluate the results, the causes of the shortcomings and limitations to have effective solutions in the coming time. Currently, it is the time when localities are highly focused and speeding up the implementation of targets and resolutions of Party congresses at all levels, therefore, Muong Khuong needs to pay special attention to 3 key groups of tasks, including developing agriculture - forestry, rural areas, poverty reduction; preserving cultural identity; strengthening national defense - security and implementing border issues well.
According to the Provincial Party Secretary, to overcome difficulties and carry out assigned political tasks, the district needs to pay special attention to training and building a team of cadres. Grasp the ideology and situation of cadres, party members and people. Raise awareness, initiative and professionalism of people about rising out of poverty and thinking about commodity agricultural production.
Particularly in the economic field, the locality needs to focus on key crops, effectively implement Resolution 10; border gate services; develop tourism associated with preserving cultural identity. Pay attention to and effectively implement national target programs in the area...
