On the evening of February 23, at the Cultural Center of Ethnic Groups of Dam Ha District (Quang Ninh Province), a ceremony was held to recognize Dam Ha District as an advanced new rural area and Dam Ha Communal House Festival as a national intangible cultural heritage.

After more than 10 years of persistent and persistent efforts to implement the National Target Program on New Rural Construction, infrastructure in Dam Ha has been invested synchronously and increasingly modernized; the appearance of the countryside has changed significantly; potentials and advantages for socio-economic development have been clearly defined.
In Dam Ha, concentrated production areas have been formed, following the direction of high-tech application and 2 agricultural zones applying high technology in aquaculture and livestock. Currently, Dam Ha is the only locality in Quang Ninh province providing disease-free shrimp breeds, marine fish breeds, and mollusc breeds for the markets of the Northern and North Central provinces.
By the end of 2022, Dam Ha district has 8/8 communes meeting the NTM standards, 6/8 communes completing the criteria for advanced NTM communes, and 4/8 communes completing the criteria for model NTM communes. The average income of the whole district is 72.32 million VND/person/year.
With the achieved results, Dam Ha is honored to be the first district in the country to be recognized by the Prime Minister as a district meeting advanced NTM standards according to the National Criteria for the period 2021 - 2025.

As a land rich in cultural traditions and long history, currently in Dam Ha district there are 8 relics that have been inventoried and ranked, 3 folk artists, 17 types of folk performing arts, 5 types of social practices that have been inventoried to compile a dossier to be included in the province's list of intangible cultural heritage. The whole district has 2 traditional festivals: Dam Ha communal house festival, Trang Y communal house festival and a number of unique festivals of ethnic minorities.
In particular, Dam Ha Communal House Festival plays a particularly important role in the spiritual and cultural life of the community, imbued with the cultural identity of the residents of the Northern Delta, combining the unique features of folk performances of hat nha to - hat, and dance of the communal house of coastal residents. Dam Ha Communal House Festival has been maintained, practiced, and passed down from generation to generation by the community, with a strong influence on the spiritual and cultural life of the ethnic communities of Dam Ha district.
Based on the proposal of Dam Ha district and Quang Ninh province, on November 10, 2023, Dam Ha communal house festival was recognized by the Ministry of Culture, Sports and Tourism as one of 36 national intangible cultural heritages.

Speaking at the ceremony, Secretary of Dam Ha District Party Committee Do Thi Ninh Huong said that this is an important event, an honor and a great source of encouragement for cadres, party members, armed forces and people of Dam Ha district in the journey of building new rural areas.
At the same time, this is also an opportunity to honor the heritage with lasting value and strong vitality, while promoting the responsibility to preserve and promote the heritage value to serve the socio-economic development of the district in the following years.

To promote the achieved results and continue to achieve even greater results in the coming time, the Vice Chairman of the People's Committee of Quang Ninh province requested the Party Committee, government and people of Dam Ha district to regularly do a good job in building and rectifying the Party, building a truly clean and strong political system;
Dam Ha needs to effectively implement 3 strategic breakthroughs in implementing 3 national target programs associated with Resolution No. 06-NQ/TU of the Provincial Party Committee in the district.
The district needs to continue improving the quality of criteria for advanced new-style rural communes, model new-style rural communes, and smart new-style rural communes; improving the quality of environmental protection, protecting and building bright - green - clean - beautiful rural landscapes.
Along with that, improve the efficiency of planning and land management; restructure production, improve agricultural economic efficiency, develop organic and ecological agriculture; focus on administrative reform and improve the investment and business environment, enhance competitiveness and attract investment.
The district needs to pay attention to preserving and promoting the value of cultural heritage in general, and the national intangible cultural heritage of Dam Ha Communal House Festival in particular; continue to promote propaganda and mobilization work so that people can proactively and actively participate in the campaign "All people unite to build new rural areas and civilized urban areas".
On this occasion, the People's Committee of Quang Ninh province awarded Certificates of Merit to 8 collectives and 7 individuals with achievements contributing to the process of building Dam Ha district to meet advanced NTM standards.
