
A Luoi district is one of 74 poor districts nationwide in the 2021-2025 period, and is also one of 22 poor districts nationwide that are prioritized for investment and support to escape poverty and extreme hardship in the 2022-2025 period according to the Prime Minister's decisions.
Currently, A Luoi has 95 villages and residential groups equivalent to 95 residential areas under communes and towns. Of which, there is 1 residential area as a provincial model and 17 residential areas as district models. In recent years, authorities at all levels and mass organizations in A Luoi district have implemented many diverse forms to mobilize resources, helping people to escape poverty sustainably.
In recent times, A Luoi district has focused all resources from the central to local levels; mobilized many other resources to invest and effectively implement socio-economic development programs in the area. The district focuses on selecting investment in key projects to serve the development of production, business, services, and goods circulation to create breakthroughs, economic growth, and increase income for the people.
The poverty rate of the district decreased from 49.98% (end of 2021) to 24.3% (end of 2023). This rate is expected to decrease to 14.34% by the end of 2024. Currently, the infrastructure of the mountainous district of A Luoi has been significantly improved; inter-commune roads have been invested; schools, medical stations, and cultural houses have been built and upgraded to meet community needs. The average income per capita at the end of 2021 was 27.5 million/person/year, by the end of 2023 it was more than 35.2 million/person/year; expected to increase to over 40 million VND/person/year by the end of 2024 and over 45 million VND/person/year by the end of 2025.
This proud achievement has helped A Luoi district rise up and be officially recognized by the Prime Minister as escaping poverty in 2024, according to Decision No. 702/QD-TTG dated July 22, 2024.
At the ceremony to announce the Prime Minister's Decision recognizing A Luoi district as a poor district in 2024 (held on September 6), Chairman of the Provincial People's Committee Nguyen Van Phuong assessed that A Luoi being recognized as a poor district is a proud milestone in the district's development journey and also a common joy for the whole province. This is not only the result of the continuous efforts of the government and people in the district but also the recognition of the Party and State for the efforts of the whole province.

However, A Luoi district still has many difficulties and challenges that need to be solved in socio-economic development, increasing income, creating jobs for people, reducing the rate of poor and near-poor households, sustainably reducing poverty, and improving the quality of life for ethnic minorities.
The Chairman of the People's Committee of Thua Thien - Hue province suggested that the district continue to promote the achievements; develop the locality sustainably, closely follow the development orientation of the province, well implement the proposed programs and projects, exploit and promote effectively the potentials and advantages of the locality. In particular, the district strengthens propaganda and mobilizes people and ethnic minorities to promote their role in the construction of their homeland. From there, towards the goal of sustainable development, contributing to building Thua Thien - Hue into a centrally-run city.
On the same day, the People's Committee of A Luoi district inaugurated the A Luoi Ethnic Minority Cultural Village in the Sim Conservation Area (in Hong Thuong commune). The cultural village has an area of 5 hectares, with an investment of nearly 20.8 billion VND from the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, phase 1 from 2021 - 2025.
The 4th Congress of Ethnic Minorities in Thua Thien Hue Province in 2024 was a great success.
