Comrade Phan Van Mai requested the Party Committee of the Department of Transport to review and update planning, regulations and standards; research and propose policy mechanisms to attract and mobilize maximum resources for the development of the transport sector.
On the afternoon of June 22, the Party Committee of the Ho Chi Minh City Department of Transport held a mid-term review conference to implement the Resolution of the 7th Party Congress of the Department, term 2020-2025.

Speaking at the conference, comrade Phan Van Mai acknowledged the leadership role of the Party Committee of the Department of Transport in leading the implementation of the tasks and targets set out. The Party building work basically achieved the targets. The dissemination and concretization of targets, tasks, working habits, and assignment of tasks had good practices. The leadership of the Party Committee in administrative work and leadership of mass organizations was focused, bringing certain results.
The Party Committee's leadership in implementing the political tasks of the department and the industry has achieved positive results, many large projects have been completed and started despite many difficulties.

With the difficulties that Ho Chi Minh City encountered in the first half of the term that were almost absent in other terms, comrade Phan Van Mai requested the Party Committee of the Department of Transport to analyze the correct causes to properly assess the nature of the implementation of tasks and targets. From there, specific and focused solutions will be proposed for implementation in the coming time.
He requested the Party Committee of the Department of Transport to continue to maintain and promote the discipline, quality and implementation of principles in the activities of Party committees and Party cells and in building exemplary and pioneering qualities among Party members. At the same time, focus on leading the building of a team of Party members, cadres, civil servants and public employees who are truly pioneers, have an offensive spirit, dare to think and dare to do. Especially in the coming period, the requirements and tasks of the Department of Transport are very large, requiring the consolidation of the team not only in terms of quantity but also in terms of mentality and sense of responsibility. Along with that, focus on leading the unions to take better care of cadres, civil servants and public employees.

Referring to the draft resolution replacing Resolution 54 expected to be passed by the National Assembly in the coming time, which will open up many opportunities for Ho Chi Minh City but also pose a huge amount of work, he requested the Department of Transport to be well prepared and organize the industry's work well to contribute to the city's development.

He requested the Department of Transport to focus on building key transport infrastructure projects, from belt roads, highways, urban railways, seaports, and regional connecting routes; focusing on developing public transport and waterways. In particular, the determination is to complete phase 1 of metro line 1 this year, metro line 2 must start construction in 2025, other projects must be studied and proactively planned for early implementation.
In addition, comrade Phan Van Mai requested the Department of Transport to study and propose policies and a roadmap for green transformation, moving towards electric vehicles (public vehicles, buses) for transportation in the city center. Along with that, research is needed to develop smart traffic, civilized traffic; develop traffic associated with urban and service development; and soon form and solve the problem of logistics centers.
According to the report of the Party Committee of the Department of Transport, right from the beginning of the term, the Party Committee of the Department of Transport has focused on leading the development of the working program, the action program for the entire term, the inspection and supervision program of the Party Committee, plans, resolutions as well as a number of specialized resolutions to lead the Party Committees and the Government at all levels to implement the tasks of Party building and Government building.
The collective of cadres, civil servants and party members constantly innovate their thinking and working methods, promote proactiveness, creativity and responsibility, and contribute to the completion of set targets and tasks.
However, some targets such as reducing traffic accidents have not been achieved, the number of deaths due to traffic accidents is still high. Traffic congestion has tended to increase again recently.
