Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts and Dr. Pham Tuan Long, Chairman of the People's Committee of Hoan Kiem District chaired the Workshop.

Speaking at the workshop, Dr. Nguyen The Hung, Director of the Department of Science, Technology and Environment (Ministry of Culture, Sports and Tourism), said: In the context of globalization and deep integration, culture not only plays an important role in shaping national identity, but is also a strong economic driving force, contributing to increasing socio-economic development. Our Party always identifies culture as the spiritual foundation of society, the goal and driving force for sustainable development of the country. Investing in culture is not only the task of the state but also the responsibility of the whole society as well as organizations, businesses and individuals. We need to build a favorable environment with clear and specific policies to attract the attention of investors, thereby forming sustainable cultural support funds to develop culture in a synchronous and effective manner.

"The workshop aims to create a dynamic forum where investors, experts and people working in the cultural sector can meet, share experiences, discuss challenges and opportunities in the field of investment and funding for culture. The workshop is an opportunity to learn about effective investment models, active support policies, as well as creative solutions to mobilize resources for high-quality cultural projects" - Dr. Nguyen The Hung commented.

In her opening speech at the workshop, Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts, stated that in recent years, culture has played an increasingly important role in the country's development. Therefore, mobilizing resources for cultural development is necessary, so that culture is one of the four pillars of sustainable national development along with economy, politics and society.

According to Associate Professor Dr. Nguyen Thi Thu Phuong, in Vietnam, the implementation of investment projects and funding for culture faces many difficulties due to the lack of a clear legal framework and support from the government. Coordination between state agencies and businesses in the cultural sector is still lacking, leading to ineffective exploitation of resources.

In addition, the lack of publications and scientific conferences in this field also makes it difficult for researchers, managers and potential investors to find in-depth information. This not only limits access to knowledge, but also reduces opportunities for connection and cooperation between stakeholders. As a result, many potential initiatives and projects are not developed or implemented effectively.

Faced with the above limitations and barriers, the Scientific Workshop "Investment and funding for culture: International experience and suggested lessons for Vietnam" is expected to be a bridge to help scientists, managers, domestic and international enterprises share experiences and innovative thinking in mobilizing resources for the cultural sector; discuss policies to promote cooperation between stakeholders for the sustainable development of Vietnamese culture.

There were about 20 presentations and opinions presented and discussed at the Workshop. Three notable groups of issues were focused on analyzing the current situation and solutions, including: Investment and funding for culture in Vietnam - Multidimensional perspective; Investment and funding for culture - International experience and issues; Investment and funding for culture - Objectives, policy tools and initiatives to position the brand "Hanoi Creative City".

Dr. Nguyen The Hung, Director of the Department of Science, Technology and Environment (Ministry of Culture, Sports and Tourism) delivered a keynote speech at the Workshop.

The first group of issues, mentioned the role and necessity of investment and funding activities for culture from a multi-dimensional perspective with the papers of authors Nguyen Quoc Hoang Anh, Dinh Cong Tai, Le Ngoc Anh, Vu Thuy Hien, Hoang Thi Thu Thuy. Although from many perspectives, most papers emphasized that public funding for culture is very important because of the direct and indirect benefits it brings to the economy and society.

In the second group of issues, many authors such as Nguyen Van Tinh, Vu Hoa Ngoc, Nguyen Thi Thu Phuong, Do Thi Thanh Thuy, Tran Thi Thuy, Jérémy SEGAY, Nguyen Thi Anh Quyen, ... have researched, evaluated, synthesized and experienced in investment and funding for culture in a number of countries and from there, suggested directions for application to Vietnam. International experiences in investment and funding for culture are introduced from many perspectives: policy perspective and funding mechanism from the cases of China, Japan, Korea; sub-sector perspective such as investment and funding experience for the creative industry, cinema, museums, theater, music, cultural heritage from countries such as the UK, France, USA, Spain, Korea, Japan, China, ...

Notably, some speakers introduced in detail the experience of building investment and sponsorship models for culture from the US (National Cultural Endowment - NEA), UK (Heritage Lottery Fund - HLF), Japan (Japan Foundation), Korea (Government policies, Arts support funds, Application of technology and digital media, Funds from private organizations/enterprises...). The public-private partnership model in the cultural sector was also mentioned as one of the effective investment and sponsorship mechanisms and policies from the success in application in many countries around the world such as the UK, France, China...

Roundtable discussion at the Workshop

The third group of issues focused on exchanging on the practice of investment activities, financial support from the public and private sectors and contributions from other diverse sources for cultural, artistic and creative activities in Hanoi in particular and in Vietnam in general in recent times, as well as in the goal of positioning the local brand.

In the presentation, author Do Quang Minh systematized the reason why the State needs to invest and fund culture lies in the multi-purpose nature of the cultural sector. Over the years, cultural and creative industries have not only created cultural and creative products, created jobs and generated revenue, contributed to the economic growth of cities and countries, but also played an active role in improving people's spiritual life, preserving and promoting cultural and heritage values, promoting the integration of all classes in society and even, in difficult times like Covid-19, culture and arts have helped consolidate and enhance people's resilience. With these values, the attention, focus and support of stakeholders, from the government, businesses, organizations and the public are very important for these benefits to be effectively exploited to promote growth and sustainable development.

The presentations by Dr. Ha Huy Ngoc, Musician, Producer Quoc Trung focused on presenting and analyzing the current situation and effectiveness of investment and support for culture in Hanoi in general and Hanoi Old Quarter in particular; the current situation of investment for specific industries and fields such as Vietnamese cinema or funding for private enterprises/organizations operating in the cultural and creative fields.

Overview of the Workshop

In particular, in the roundtable discussion, the speakers were very frank and constructive when specifically mentioning the practical needs of accessing investment resources and public funding of businesses, organizations and individuals operating in the cultural and creative fields, along with their proactive efforts in overcoming barriers in terms of policy mechanisms and resource limitations...

At the Workshop, experts agreed on key issues such as the need to develop and perfect specific mechanisms and policies to increase public investment, attract and diversify private investment sources for culture; Conduct comprehensive research and assessment of the current status of investment and funding for culture as a basis for consulting on the development of investment and funding policies for culture in accordance with the scientific basis and practices of the industry; Selectively receive lessons learned from investment and funding models for culture in other countries; It is necessary to soon develop mechanisms and policies on public-private partnerships in the cultural sector in our country; Prioritize investment and funding for projects with potential and strengths in the fields of design, music, and public art, in order to position the brand of Hanoi - a creative city and shape the model of the Hoan Kiem art district./.
