On the morning of December 19, the Standing Office of the Government Human Rights Steering Committee, in coordination with the World and Vietnam Newspaper, organized a workshop with the theme "Foreign information on human rights in the new situation". This is one of a series of activities in a high-profile campaign to promote Vietnam's achievements in ensuring human rights on the occasion of the 76th anniversary of World Human Rights Day (December 10, 1948 - December 10, 2024).
With two topics: “Foreign information and human rights: Where is the connection?” and “Solutions to promote foreign information on human rights in the new situation”, the workshop attracted the participation of nearly 80 delegates from agencies, departments and sectors directly involved in foreign information work on human rights, along with diplomats, human rights experts, representatives of the ASEAN Intergovernmental Commission on Human Rights and press agencies…
"New way" in new era
Speaking at the opening of the workshop, Deputy Minister of Foreign Affairs and Deputy Head of the Government Human Rights Steering Committee Do Hung Viet highly appreciated the significance and practical value of the event, especially when Vietnam has just announced its re-election to the United Nations Human Rights Council for the 2026-2028 term.
Talking about the importance of communication and foreign information on human rights, Deputy Minister Do Hung Viet quoted President Ho Chi Minh: "That is the job to make those who do not understand us understand us, those who understand us love us, those who hate us hate us less, and those who hate us and cannot give up, at least be less aggressive."
According to Deputy Minister Do Hung Viet, currently, along with the country's great achievements, communication on human rights and foreign information has been strongly deployed with the attention, direction, and participation of the entire political system.
However, according to the Deputy Minister, the work of foreign information on human rights still faces many problems, which need to be frankly acknowledged and jointly found solutions. In particular, the work of information on issues related to human rights is still slow and passive in the face of information from foreign press.
In addition, foreign information products on achievements in ensuring human rights in Vietnam are still lacking in terms of the number of multilingual books; the application of e-books in information and propaganda has not been fully utilized. The digitization or construction of a database on human rights in Vietnam is currently scattered and not unified, so it has not created a basis for information activities.
“In addition, objective impacts from the international and regional situation, non-traditional security factors (such as epidemics, natural disasters, the growth and dominance of the Internet and social networks) also have direct impacts, posing difficulties for the work of ensuring human rights in general and foreign information work on human rights in particular,” Deputy Minister Do Hung Viet pointed out.
In that context, to promote external communication work in the field of human rights in Vietnam today, Deputy Minister Do Hung Viet emphasized the need for a "new way of doing things", both creative and sensitive to foreign affairs, and regular and continuous so that the world can better understand Vietnam.
The Deputy Minister also emphasized the need to strengthen cooperation with international organizations and foreign press in the field of external communications to fight for and protect human rights in Vietnam, thereby promoting the national image, raising international awareness of the human rights situation in Vietnam and building an environment of fair dialogue in international forums.
New requirements and tasks
Speaking at the workshop, Ms. Nguyen Thi Thanh Huong - representative of the Standing Office of the Government Human Rights Steering Committee, said that with the strong changes in human rights work from the central to local levels. The work of external communication on human rights has also been strengthened and promoted with the participation of all departments, ministries, branches and localities.
This plays an extremely important role, helping the international community correctly and clearly understand the viewpoints, policies, and achievements of our Party and State on human rights, while at the same time fighting and refuting false and distorted information, thereby gaining support for the cause of building, protecting and developing the country.
Ms. Nguyen Thi Thanh Huong also emphasized that external information work on human rights is facing new requirements and tasks, requiring innovation in both content and methods, especially when Vietnam's international position and reputation are increasing in the international arena.
Presenting a speech at the workshop, Mr. Dinh Tien Dung - Deputy Director of the Department of External Information, Ministry of Information and Communications, affirmed that Vietnam has achieved many achievements in protecting and promoting human rights, notably being elected and making important contributions to the United Nations Human Rights Council for the 2023-2025 term.
However, some countries, organizations and individuals with prejudiced views and access to incorrect information about Vietnam's human rights situation have taken advantage of this situation to spread false information.
Deputy Director Dinh Tien Dung emphasized the important role of foreign information in Vietnam's political, ideological and diplomatic work, with the goal of making the world understand Vietnam correctly and combat and refute false information. Therefore, foreign information work on human rights needs to be communicated through both the press and social networks, following the motto "Proactive, synchronous, timely, creative, effective".
Also at the workshop, agencies managing foreign information activities at the central and local levels, press agencies, researchers and scholars related to foreign information work and human rights work discussed and presented papers on new and more effective ways to implement foreign information work on human rights in the new context.
