After listening to the reports of the drafting agency and the reviewing agency at the National Assembly, and discussing in groups, the majority of National Assembly deputies agreed that the draft Law aims to institutionalize the orientation of the Party and State on perfecting planning policies and laws, improving the quality of planning to meet the requirements of sustainable development. According to the Government's Submission, the draft Law on Urban and Rural Planning was developed to create a legal basis, a synchronous, comprehensive, unified management tool, overcoming shortcomings, limitations, inadequacies, difficulties and obstacles in practice. Regarding the orientation of the content of this Law, the National Assembly's Economic Committee emphasized that it is necessary to resolutely eliminate the term mindset, the "ask-give" mechanism, and "group interests" in the construction, adjustment and supplementation of planning, leading to the situation of slow project implementation in practice. Regarding the major contents, the consolidation of regulations on urban planning and rural planning is the content that many people are interested in. Delegate Le Huu Tri (Khanh Hoa Delegation) and several other delegates said that integrating the Law on Urban Planning and the Law on Construction to develop this law will help resolve many shortcomings in current planning work. In fact, in places with many plans, there are overlapping plans. According to the view, this draft law sets out policies to determine the urban and rural planning system at the national, provincial, district and communal levels; regulations on the order and procedures for making, appraising and approving plans; regulations on selecting planning consulting organizations, funding sources and other relevant regulations to improve the quality and feasibility of planning; the right to access and provide information on urban and rural planning... These policies are expected to basically resolve shortcomings in the planning field, promote the connection between urban and rural spaces, and support the overall development of localities, regions and the whole country. Contributing opinions at the group, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that it is necessary to pay attention to developing small urban planning of type 4, type 5 and suburban areas. The requirement is not to break or create a gap between urban development and rural development. According to the Vice Chairwoman of the National Assembly: One of the principles is "everything must have a plan, a strategy", and the important thing is how to design and organize the implementation of these plans to avoid overlap, truly creating more convenience in management and the implementation process. That helps avoid wasting money on planning work, procedures submitted to all levels and sectors; taking a lot of time but with low efficiency. Referring to the requirements for perfecting institutions and policies, the Vice Chairwoman of the National Assembly said that it is necessary to have a multi-sectoral, inclusive approach with a long-term, comprehensive, strategic vision, respecting market rules and sustainable development rules. In the context of increasing urbanization, urbanization should not affect rural areas where the unique cultural identity of the nation is preserved. Regarding the urban and rural planning system stipulated in Article 3 of the draft Law, delegate Nguyen Van Manh (Vinh Phuc delegation) suggested that the drafting agency study and supplement the assessment of planning conformity with the Investment Law, Land Law, Construction Law, etc.; thereby, ensuring consistency in conditions and principles for applying planning levels when state agencies appraise investment projects. Many National Assembly delegates suggested that in urban and rural planning, it is necessary to clarify which planning comes first and which comes later to facilitate application when implementing investment projects associated with land use. It is believed that the draft Law has updated the development trends of new urban areas; However, delegate Phan Van Mai (Ho Chi Minh City Delegation) said that there are still many new urban models such as industrial service urban areas, creative knowledge urban areas, multi-center urban areas, satellite urban areas, station urban areas...; or with rural planning, there are currently trends of forming "villages in the city", green urban areas, ecological urban areas... Regarding other contents on applying technology in handling issues of urban and rural development such as waste treatment, wastewater treatment, flood treatment, adaptation to climate change...; preserving natural and ecological factors, aiming for sustainable development goals..., the Drafting Committee needs to continue to research carefully to fully and specifically regulate, taking into account new urban development trends in the future. Delegate Tran Van Tien (Vinh Phuc Delegation) and many delegates reflected the current situation, in many localities, regulations on the planning field are still "scattered", mentioned in many laws, and application and enforcement in practice are difficult. The core issue in drafting this Law is to strongly cut down on administrative procedures, resolutely improve the investment and business environment, take people and people's quality of life as the center, build urban culture and civilization as the foundation for development... Delegates also suggested a thorough review of international treaties related to civil, political, economic, cultural and social rights of people, to clearly affirm that the provisions in the law contribute to the effective implementation of the Sustainable Development Goals (SDGs). It is necessary to strengthen decentralization and delegation of authority in planning, appraisal, approval, and adjustment, and continue to review and reduce administrative procedures in planning work. Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) It is necessary to supplement strict regulations on the responsibility for publicly announcing and transparently disclosing information on receiving support resources and the use of support resources for planning activities... Delegate Tran Thi Hong An (Quang Ngai Delegation) It is necessary to ensure the "dynamic", open, and oriented nature of the general planning, instead of "rigid", narrowing the development space of urban and rural areas; for zoning plans and detailed plans, it is necessary to ensure specificity, rationality, feasibility, and convenience for the implementation process.
