On the afternoon of June 3, at the regular Government press conference in May, Lieutenant General To An Xo, Spokesperson of the Ministry of Public Security, discussed and informed the press about the fight against drug crimes, especially drug transportation via air routes; the situation of counterfeiting or issuing false health certificates, and selling health certificates.
Many negative and violations related to health certificates arise.
Responding to press questions about the situation of counterfeiting or issuing fake health certificates, Lieutenant General To An Xo assessed that this situation has been happening for a long time and in many localities, but has not been completely prevented due to the high demand for health certificates from people, to serve driving school, job applications or insurance-related issues, etc. From there, negative behaviors and violations of the law arise.
Recently, the Investigation Police Agency of Bien Hoa City Police (Dong Nai Province) has established a special project to combat and clarify the act of forging documents to profit from social insurance money that occurred at a number of private clinics in the city.

During the search of the clinics and related locations, the police discovered and seized more than 130,000 certificates of leave from work entitled to social insurance; more than 400 health examination certificates with fake results and no information about the examinee.
The police force also detained 18 subjects related to the work to serve the investigation.
Initially, the police identified two ringleaders who colluded with other individuals at clinics in Bien Hoa City to buy and sell health certificates and sick leave certificates entitled to social insurance. These individuals forged these documents to sell to workers at companies to settle social insurance and health insurance payments, etc. Those who bought these documents did not go to the doctor, were not sick, but were still allowed to take leave and receive social insurance and health insurance benefits.
The subjects bought and sold tens of thousands of fake documents of all kinds from the above clinics and then sold them to people in need to illegally profit a huge amount of money.
Currently, the Ministry of Public Security is directing Dong Nai Provincial Police to continue expanding the investigation and clarifying all criminal acts.
