Meeting to discuss plans for naming roads, streets and public works in the province

On the morning of November 8, comrade Trinh Truong Huy, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Chairman of the Advisory Council for naming and renaming roads, streets and public works in the province chaired a meeting to discuss the plan for naming roads, streets and public works in the province.

Attending the event were members of the Advisory Council, the Secretariat of the Advisory Council for naming and renaming streets, roads and public works in the province; a number of local history researchers; leaders of the People's Committee, the Department of Culture and Information of 2 districts: Quang Hoa, Ha Lang and the City.

Former Head of the Provincial Party Committee's Propaganda Department Nong Hai Pin spoke at the meeting.

In 2022, the Department of Culture, Sports and Tourism (DOCST) was assigned to develop a Resolution on naming and renaming roads, streets and public works in the province. On January 31, 2024, the Provincial People's Committee issued Decision No. 02/2024/QD-UBND promulgating the Regulation on naming roads, streets and public works in the province. In order to promptly advise the Provincial People's Committee to draft a Resolution on naming roads, streets and public works in the province to submit to the Provincial People's Council, the Department of Culture, Sports and Tourism issued Official Dispatch No. 678/SVHTTDL-QLVHGĐ on developing a Project on naming roads, streets and public works under the authority of the Provincial People's Council to the People's Committees of districts and cities.

In October 2024, the Department of Culture, Sports and Tourism received the project dossiers for naming roads, streets and public works from 3 units: Quang Hoa, City, Ha Lang. The districts: Trung Khanh, Bao Lac, Thach An, Nguyen Binh have a need to develop a project for naming roads, streets and public works but have not completed the project according to the process. Hoa An district has not yet developed a project due to the adjustment and expansion of the general planning of Nuoc Hai town. After surveying, Ha Quang and Bao Lam districts found that the roads do not meet the conditions to develop a project according to regulations.

According to the records of 2 districts: Quang Hoa, Ha Lang and the City, there are a total of 24 routes, including 12 provincial roads, 12 urban roads and 4 public works. Specifically: The city named 14 routes (2 provincial roads, 12 urban roads); 2 public works (1 Convention Center square, 1 flower garden opposite the statue of President Ho Chi Minh). Quang Hoa district named 3 roads (provincial roads); 2 public works (2 bridges). Ha Lang district names 7 provincial roads.

At the meeting, delegates basically agreed with the proposals of the districts and cities; discussed and gave comments on the suitability of the proposed names of some roads and streets, such as: names in local languages, names of famous people, names of events, historical landmarks, names of high-ranking leaders of the Party and State; clarified some inconsistent information about historical figures; more suitable naming options for some public works; suitability with planning and design to ensure compliance with naming regulations of some roads.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Trinh Truong Huy emphasized: The naming of roads, streets and public works is long-term, reflecting historical imprints, therefore, it is necessary to consult widely, including opinions of the people and former provincial leaders. It is proposed that for 24 roads and 4 public works, the Department of Culture, Sports and Tourism coordinate with districts and cities to review information on historical figures and events, and provide full information to serve the consultation.

Regarding the concepts of "road" and "street", it is necessary to clarify and amend the wording in the regulations. Regarding the square of the Provincial Conference Center, it is agreed to propose naming it "28/1 Square" because January 28, 1941 is an event marking an important historical milestone of the Vietnamese revolution, closely related to Cao Bang province.

Regarding the proposal to name the street in front of the Provincial Party Committee headquarters "Khuoi Nam", since this is a local dialect that can easily cause confusion for people from other provinces, it is agreed to use the name "28/1 Street". Regarding the proposal to name the flower garden opposite the Ho Chi Minh Monument (City) "Ho Chi Minh Flower Garden", it is necessary to re-study to make it suitable for the name "park" or "flower garden". For important streets and locations in the City, it is necessary to study, consider carefully and consult the Provincial People's Committee to ask for the opinion of the Standing Committee of the Provincial Party Committee.
