At the question-and-answer session with the Minister of Health on the afternoon of November 11, many delegates were interested in the story of doctors quitting their jobs in the public sector to move to private hospitals as well as the management of medical practice licenses in the medical sector.

Willing to pay training costs to move to private hospital

Delegate Nguyen Thi Yen Nhi (Ben Tre delegation) pointed out the reality that after being trained at the address, doctors do not work as assigned by the competent authority or do not work the time as committed and are willing to refund the training costs to transfer to private hospitals.

This affects the opportunities of others as well as the state budget and affects the staffing of public health facilities.

Ms. Nhi said that through surveys, leaders of some local hospitals suggested that it is necessary to consider regulating this behavior as a violation of professional ethics, which requires the revocation of the practice license according to the provisions of Article 35 of the Law on Medical Examination and Treatment to limit the above situation.

“What is the Minister’s opinion? What solutions does the Minister have to limit this situation in the future?”, the female delegate asked.

Responding, Minister of Health Dao Hong Lan affirmed that in 2022, the issue of medical staff quitting their jobs was very urgent. At that time, statistics showed that more than 9,000 medical staff had quit their jobs.

To retain medical staff after the Covid-19 pandemic, many policies and solutions have been implemented by the National Assembly, Government, Prime Minister, and localities.

For example, currently, implementing the Prime Minister's direction, the Ministry of Health is focusing on amending Decree 56/2011 regulating preferential allowances according to profession for civil servants and public employees working at public health facilities; amending Decision 73/2011 on regulating a number of special allowances for civil servants, public employees and workers in public health facilities and the anti-epidemic allowance regime; amending Decision 75/2009 related to the regime for village health workers.

In addition, many localities assess the situation and use medical staff with many policies through the People's Council to attract and retain public health staff.

"Currently, the public health workforce accounts for 95% of the total number of health workers serving the people. This is a very important force. Without good policies to retain this workforce, it will be difficult to ensure their livelihoods and will not meet the expectations of health facilities when sending them to study," said the Minister of Health.

Ms. Dao Hong Lan hopes that localities will pay attention to implementing solutions related to this content.

In the executive position, National Assembly Chairman Tran Thanh Man asked Minister Dao Hong Lan to respond to this content in writing because "the question of delegate Yen Nhi is not within the field of questioning".

430,000 medical practitioners included in the management system

Delegate Nguyen Thi Kim Thuy (Da Nang delegation) said that recently, voters in the health sector have been very upset about the situation of granting licenses to practice medicine. Practitioners can apply for a license to practice medicine in any locality, leading to "one person having many licenses to practice medicine" and being able to be in charge of technical expertise at many medical examination and treatment facilities in many different provinces and cities.

"I request the Minister to have a management solution to ensure that each practitioner is only granted one practice license and is registered in the name of one medical examination and treatment facility according to the provisions of the Law?", delegate Thuy questioned.

Responding to questions, the Minister of Health said that currently, according to the provisions of the Law on Medical Examination and Treatment and Decree 96/2023 detailing a number of articles of the Law on Medical Examination and Treatment 2023 and amending a number of contents of Decree 98/2021 on the management of medical equipment, there is a provision that "1 person has only 1 practice license".

"The medical industry is moving towards nationwide management of the use of practitioner licenses," said Minister Dao Hong Lan.

She said that before 2023, the health sector will have software to manage medical practitioners nationwide. By that time, there will be more than 430,000 people under management out of a total of more than 600,000 practitioners nationwide. However, this system was built from 2015 to present, when it was built on the basis of a closed system.

Therefore, to manage, update and use, the Ministry is adjusting the content and upgrading this software based on connecting the online public service systems of localities and countries and using national database systems. In the coming time, the Ministry will deploy solutions to have a unified system nationwide.

With the national system, the health sector, leaders at all levels, and local health departments can consult, grasp information about practitioners and manage them in accordance with regulations.
