More than 100 compensation projects in Ho Chi Minh City have not disbursed a single penny.

This content is shown in the report on the disbursement of compensation, support and resettlement capital (referred to as compensation) in 2022 and 2023 of the Department of Natural Resources and Environment recently sent to the Ho Chi Minh City People's Committee.

HU DU CITY LEADS WITH 26 PROJECTS

This year, Ho Chi Minh City has 271 compensation projects with a total disbursement value of VND26,889 billion, including more than VND5,697 billion from 2022 and more than VND21,191 billion from 2023. This capital is 2.6 times higher than in 2022 and is the highest level in the history of compensation work. As of September 13, localities have disbursed VND11,625 billion, equivalent to more than 43%. This rate is higher than the national average, but compared to the set target, it has not been achieved.

Of the 21 districts assigned compensation capital (except District 1), 10 localities were assigned over VND500 billion. By mid-September 2023, only 4 localities achieved a disbursement rate of over 70%, including District 7, District 11, Nha Be District and Cu Chi District.

The Department of Natural Resources and Environment assessed that with the current disbursement rate, localities are likely to only complete the disbursement of the capital portion of 2022 and must continue to implement it, while projects assigned new capital in 2023 will not be achieved and must continue to be implemented in 2024.

For 155 projects allocated compensation capital in 2023, only 30 projects ensure the disbursement rate, 24 projects are behind schedule and up to 101 projects have not been disbursed. Of the 101 projects that have not been disbursed, Thu Duc City leads with 26 projects, followed by Cu Chi District with 11 projects, Binh Chanh District (10 projects), Hoc Mon District (9 projects), District 8 and District 12 each have 5 projects...

DIFFICULT TO DISBURSE OVER 95%

The Department of Natural Resources and Environment of Ho Chi Minh City pointed out many reasons leading to slow disbursement of compensation capital such as inaccurate compensation cost estimates, slow approval of land price adjustment coefficients as well as difficulties in compensation, support and resettlement.

Of the 155 new compensation capital allocation projects in 2023, 65 projects still need approval of land price adjustment coefficients, but the district-level People's Committees have not yet completed preparations and have not submitted these coefficients for approval. These 65 projects have a total allocated capital of more than VND 4,900 billion, and it is expected that this year they cannot be disbursed or only a small part of it will be disbursed.

DESPITE MANY DIRECTIONS, DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL IS STILL SLOW

In 2023, Ho Chi Minh City was assigned 68,490 billion VND of public investment capital, but by the end of August, only 29% had been disbursed. Ho Chi Minh City People's Committee has issued many documents directing and urging localities, requesting Party committees to step in and support. Even Chairman of Ho Chi Minh City People's Committee Phan Van Mai criticized 25 units that had not disbursed or disbursed very little public investment capital in the first quarter of 2023, but the disbursement progress is still slow.

In 2023, Ho Chi Minh City decided to use the criteria of public investment disbursement to evaluate the level of work completion of local leaders and investors. If the disbursement result is below 90% due to subjective errors, the leader will not be considered for emulation for excellent task completion.

To ensure the disbursement rate reaches over 95%, the Department of Natural Resources and Environment recommends that for projects in 2022 that have been approved for land price adjustment coefficients, localities urgently focus on completing preparation work, organizing propaganda, mobilizing, and persuading households to receive compensation, support, and resettlement. This is a group of projects that must be completed in the third quarter of 2023, avoiding prolongation leading to complaints and lawsuits from households as well as interest rate issues.

For projects approved in 2023, localities will promptly issue decisions on land recovery, compensation, support, and resettlement for each affected case and compensation payments.

For 13 projects assigned large compensation capital (over 300 billion VND), those projects that are paying compensation will continue to be implemented, at the same time, the land will be reclaimed and handed over to the investor for construction and installation, especially the 2 projects of Ring Road 3 and Duong Quang Ham Street.

From now until the end of 2023, the Department of Natural Resources and Environment will continue to work directly with localities to remove all newly arising difficulties and obstacles; at the same time, review and urge the progress of each project every 10 days.
