Training workshop for auditors on higher education institution standards

On the morning of May 27, the Ministry of Education and Training (MOET) held a training workshop for Higher Education (HE) and Pedagogical College (CE) Accreditors on HEI standards and references in quality accreditation. Deputy Minister Hoang Minh Son chaired the workshop.

On February 5, 2024, the Ministry of Education and Training issued Circular 01/2024/TT-BGDDT on Higher Education Institution Standards (Circular 01). The objective of the Workshop is to introduce Circular 01 and its effectiveness, and to discuss and answer questions related to the application of Circular 01 in the accreditation of educational institutions.

Speaking at the workshop, Deputy Minister Hoang Minh Son said: The purpose of the first standard for higher education institutions is to arrange and implement the planning of the network of higher education institutions. Focus on implementing the resolutions of the Party and the policies of the State to improve the effectiveness and efficiency of the system. Therefore, the standard for higher education institutions has very specific criteria and indicators.

When there are standards for higher education institutions and training programs, the Ministry of Education and Training will gradually review, revise, and adjust circulars in the direction of simplification and enhancement of autonomy of higher education institutions in accordance with the provisions of the Law. This will help simplify and facilitate state management, universities, accreditation centers, and auditors. Good implementation of standards for higher education institutions will make accreditation, self-assessment, and external assessment simpler and ensure consistency within the system.

According to the Deputy Minister, the promulgated standards will have many impacts on the system and to use them effectively, it is necessary to understand them thoroughly. In addition to qualitative standards and criteria, there must also be minimum quantitative requirements.

When issuing this set of standards, the Ministry of Education and Training has conducted research and received opinions from many experts, through forums and higher education institutions. The viewpoint of the Ministry of Education and Training when developing Circulars and Decrees is not to focus on management aspects but to orient more towards support.

The Deputy Minister hopes that the delegates attending the Workshop, along with the testing centers and testers, will discuss frankly and clarify the contents and concerns to carry out the work effectively.

Speaking at the workshop, Director of the Department of Quality Management Huynh Van Chuong said: Since the Law on Higher Education was issued; especially after the Law on Amending and Supplementing a Number of Articles of the Law on Higher Education, Decree No. 99/2019/ND-CP dated December 30, 2019 detailing and guiding the implementation of a number of articles of the Law on Amending and Supplementing a Number of Articles of the Law on Higher Education..., the work of ensuring and assessing the quality of higher education has received increasing attention.

The workshop is held in a combination of live and online formats.

In addition, there is a system of sub-law documents; including two central circulars: Circular No. 12/2017/TT-BGDDT dated May 19, 2017 regulating the quality assessment of higher education institutions and Circular No. 04/2016/TT-BGDDT dated March 14, 2016 promulgating regulations on standards for assessing the quality of training programs at all levels of higher education.

In particular, on January 14, 2022, the Prime Minister issued Decision No. 78/QD-TTg approving the Program "Developing the system of quality assurance and accreditation of education for higher education and vocational colleges in the period of 2022-2030". This is the basis for the Ministry of Education and Training to organize implementation to higher education institutions and accreditation centers. The Ministry of Education and Training has issued a plan from now until 2025, in which it noted that accreditation centers and higher education institutions proactively implement Decision No. 78 of the Prime Minister.

Regarding implementation, according to Director Huynh Van Chuong, Vietnam currently has 7 domestic education quality assessment centers and 10 foreign assessment organizations recognized by the Ministry of Education and Training.

As of April 30, 2024, the country has 1,773 training programs at all levels of higher education that have been certified to meet quality standards. Of these, 1,254 training programs are assessed according to domestic standards, 519 programs are assessed according to foreign standards. Along with implementation, inspection and supervision issues are of concern.

According to Director Huynh Van Chuong, the fact that more and more Vietnamese higher education institutions are participating in foreign accreditation and being recognized is a recognition of the efforts of Vietnamese higher education institutions and is following the plan to ensure and accredit the quality of higher education.

Affirming the extremely important role of the inspection team, Director Huynh Van Chuong emphasized the work of building a network of inspectors and training this team. Along with that, advising the Ministry's leaders on testing inspectors by industry, according to a set of standards, criteria... gradually moving towards professionalizing inspectors.

At the workshop, representatives of the Department of Higher Education and experts introduced and clarified the contents surrounding Circular No. 01 and Circular No. 12/2017/TT-BGDDT dated May 19, 2017 regulating the quality assessment of higher education institutions; and at the same time compared the standards and criteria of these 2 Circulars.

Representatives of the Ministry of Education and Training and experts also answered the opinions and questions of the inspectors on related issues, helping the inspection to achieve higher quality and more efficiency in the future.
