On October 15, 1949, President Ho Chi Minh's work "Mass Mobilization" was published in the Truth Newspaper under the pen name XYZ. At that time, under the leadership of the Party and President Ho Chi Minh, our country had gone through the first four years of the resistance war against France and was preparing to enter an important stage of the resistance war. The work emphasized the importance of the relationship between the Party and the people, and mobilizing the people's strength for the resistance war was an important task of the Party during this period.

In his opening speech, Comrade Mai Van Chinh, Head of the Central Committee for Mass Mobilization, highlighted the theoretical and practical values ​​of President Ho Chi Minh's work "Mass Mobilization". He emphasized that 75 years have passed, but the work "Mass Mobilization" still retains its current values, clearly demonstrating the theoretical thoughts of President Ho Chi Minh.

The work is the crystallization of national traditions and the quintessence of the times on the role of the people in history. Our Party has carried out mass mobilization work according to the valuable instructions of President Ho Chi Minh on mass mobilization work. In the process of renovation, implementing his advice, many guidelines and policies on mass mobilization work, on great national unity, on building classes have been built, supplemented and increasingly perfected by the Party and State in accordance with the practical development of the country.

In his welcoming speech at the workshop, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee affirmed that Tuyen Quang is the capital of the liberated zone, where the Party Central Committee and Uncle Ho lived and led the nation's revolution; where many important historical events of the country took place. Imbued with President Ho Chi Minh's thoughts on mass mobilization work and promoting the tradition of the revolutionary homeland, in recent years, Tuyen Quang Provincial Party Committee has always paid attention to leading and directing mass mobilization work in the direction of innovation in both content and methods of operation.

Permanent Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan delivered a speech on the topic: Promoting revolutionary traditions, traditions of great national unity, self-reliance and aspiration to build Tuyen Quang province to become more and more developed.
