National online conference to deploy solutions to reduce drug demand

On the morning of November 18, the Ministry of Public Security, the Supreme People's Procuracy and the Supreme People's Court held a national online conference to deploy solutions to reduce drug demand. Attending at the Ninh Thuan bridge were Colonel Huynh Tan Hanh, member of the Provincial Party Committee, Director of the Provincial Police Department and comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee.

According to statistics, by October 2024, the total number of illegal drug users, drug addicts, and people under post-rehabilitation drug management nationwide was 228,215 people, of which 92.8% were men. In terms of age, there was a tendency to be younger, from 12 to 30 years old accounting for 44.6%; from 30 years old and up accounting for 55.4%. With the current number of illegal drug users and drug addicts, especially the number in the community is still high at 95,644 people, identified as a "large source of demand" for drug consumption. According to estimates, the amount of money that drug addicts and illegal drug users have to pay for buying drugs can be up to 15,000 billion VND/year. The situation of organizing, harboring, and enticing others to illegally use drugs continues to be complicated.

The conference focused on assessing the current situation of supply, demand and results of drug demand reduction, especially in-depth assessment of existing problems and limitations and listening to comments and proposals from ministries, branches and localities, while implementing tasks and solutions to improve the effectiveness of drug demand reduction in the coming time.

In his concluding remarks at the conference, Senior General Luong Tam Quang, Minister of Public Security, pointed out the shortcomings and limitations in the fight against drug crimes, as well as the management of drug addicts nationwide. At the same time, he outlined key tasks, requiring local police forces to conduct a general review and statistics on drug addicts, with a deadline of December 15, 2024 to provide a specific report; local police, regional police, commune and ward police, urgently update data on drug addicts to the National Population Database; provincial and municipal police conduct a general review of complex drug-related locations and hotspots, not to miss any subjects, thereby fighting and completely eradicating drug crimes. The Minister of Public Security also directed the professional departments to develop a plan to implement a communication campaign on drugs, with a specific plan by December 1, 2024, and report to the Minister.
