57th Provincial Party Standing Committee Conference

On November 23, Comrade Nguyen Duc Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the 57th Provincial Party Standing Committee Conference to give opinions on the report summarizing 5 years of implementing Plan 115-KH/TU on implementing Resolution 28-NQ/TW on reforming social insurance policies in the province; issued a Resolution on strengthening the leadership of Party committees at all levels in the development of social insurance participants by 2025, with a vision to 2030.

Attending the conference were comrade Doan Quang Tho, Deputy Head of Department III of the Central Organizing Committee and comrades in the Provincial Party Standing Committee; leaders of relevant departments, branches and localities.

At the conference, after the Standing Committee of the Provincial Party Committee discussed and agreed on the draft reports assessing the 5-year implementation of Plan 115-KH/TU and unanimously issued a Resolution on strengthening the leadership of Party committees at all levels in the development of social insurance participants until 2025, with a vision to 2030, the Provincial Party Secretary assessed the implementation of Resolution 28-NQ/TW of the Central Committee and Plan 115-KH/TU of the Provincial Party Committee in the general context of certain advantages and difficulties, but with the high determination in the leadership and management of Party committees at all levels, authorities, fronts, and unions at all levels, together with the joint efforts of the business community and the consensus and support of the people in the province, the implementation of social insurance policies in the province in recent times has achieved many important results. However, the province's social insurance coverage is still increasing slowly, the rate of participation in social insurance and unemployment insurance is lower than the national average; the expansion and development of the number of social insurance participants is still low compared to the set target, so he said that the issuance of a Resolution on strengthening the leadership of Party committees at all levels in the development of social insurance participants is extremely necessary to clearly define this as the task and responsibility of the entire political system, enterprises and each citizen.

Accordingly, the Provincial Party Secretary directed Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations to promote propaganda work and raise awareness of the whole society about the policies and benefits of social insurance. Review, develop and perfect the policy mechanism to attract and invest in key and advantageous sectors and fields to attract more workers and create jobs for workers, considering this an important solution to promote increased social insurance coverage; classify potential subjects participating in voluntary social insurance to have appropriate solutions, and at the same time consider the sustainability in developing subjects participating in voluntary social insurance. Continue to improve the capacity, effectiveness and efficiency of state management of social insurance; promote administrative procedure reform in implementing social insurance and unemployment insurance policies; promote digital transformation and application of information technology in professional activities and provision of social insurance services. The comrade assigned the Party Committee of the Provincial People's Committee to direct the reception and completion of the report and draft Resolution to submit to the Standing Committee of the Provincial Party Committee for consideration and promulgation. The comrade also requested the Provincial People's Committee and related departments, branches, units and localities to develop specific programs and plans for implementation; the members of the Standing Committee of the Provincial Party Committee, according to their functions and tasks, advise on the effective implementation of the Resolution according to the regulations.

Also at the conference, the Provincial Party Standing Committee discussed personnel work and gave opinions on establishing sub-committees for the 15th Provincial Party Congress, term 2025-2030.
